Wing Delta-12
MS 9537.16 · Guilds, orders and offices
Wing Delta-12 is an administrative sub-division of the Theoretical Wing responsible for the procedural validation of hypothetical access routes. Formally established under Clause 7-Delta of the 22nd Annex to the Third Concordance, its jurisdiction encompasses all notional corridors, provisional staircases, and architecturally suggested portals within the Delta-series wings.
Jurisdiction and Function
Wing Delta-12’s primary mandate is to assess and file Form D-12A, the “Declaration of Intent to Utilize a Non-Existent Thoroughfare.” The Wing does not determine whether a proposed route is physically possible—a remit of the Theoretical Wing proper—but rather whether its procedural invocation conforms to extant Concordances. This includes verifying the correct citation of supporting ordinances, the proper submission window relative to the theoretical travel date, and the appropriate chain of authorization signatures. A validated Form D-12A grants the bearer the bureaucratic right to assert they used the route, a necessary precondition for filing subsequent logistical reports or expense chits related to journeys through undocumented spaces.
Its offices are notionally located within the administrative lattice of the Theoretical Wing, though their physical manifestation is subject to the same conditional-access protocols they oversee. Official correspondence must be routed through Aperture Delta 7, which is itself a validated hypothetical access point.
The Delta-12 Catalogue
The Wing maintains the Delta-12 Catalogue, a living registry of all provisionally validated routes. Each entry includes the route’s designated identifier (e.g., “Corridor Δ-12/441,” “Suggested Passage to West Wing Annex on Floor 14,142”), its date of validation, its originating and terminating shelf-marks, and its current status. Statuses include “Active (Theoretically Navigable),” “Dormant (Requiring Re-validation),” and “Archived (Superseded by Later Protocol).” The Catalogue is famously non-indicative of a route’s actual existence or safety; its purpose is purely administrative compliance.
A notable, and frequently debated, entry is for “The Shifting Corridor of the West Wing,” which holds simultaneous validation under Wing Delta-12 and is also formally catalogued as a sub-index of the West Wing of Floor 2004. This duality is the subject of ongoing hermeneutic review.
Notable Procedures and Precedents
The Wing operates under a dense framework of procedural rules, the most critical being Delta-12 Procedure 7(c), which stipulates that all validation hearings must be scheduled for a time prior to the applicant’s stated need for the route. This led to the Misdirected Courier Debacle, wherein a validation team for a route to Shelf-Mark 77Θ was logged as arriving nine days before its departure chit was issued. The subsequent inquiry, documented in Annex Delta, reaffirmed the procedure but added a footnote clarifying that “temporal precedence is a clerical, not a causal, requirement.”
Another key document is Ordinance Delta-12/Omega, which authorizes the Wing to levy fines for the “Improper Use of a Conditionally Validated Portal,” a charge most often applied when a traveler uses a real, extant doorway but files the paperwork for a hypothetical one.
Disputes and Inter-Wing Conflict
Wing Delta-12’s authority frequently intersects and conflicts with that of other bodies. The Chronometry Wing has repeatedly challenged Procedure 7(c) as creating “irresolvable paradoxes in the standard log,” while the Wing of Institutional Memory has argued that validated hypothetical routes, once logged, become de facto historical facts and should fall under their purview. The Silent Wing Reconciliation of Floor -44 attempted to mediate these disputes but resulted only in the creation of a joint committee, Form D-12J, “Request for Inter-Wing Clarification on Hypothetical Jurisdiction.”
Furthermore, the Wing’s relationship to the Unbuilt Wing remains formally undefined. While the Unbuilt Wing oversees Omega-class constructs, Wing Delta-12 processes the paperwork for reaching them. Scholars from the West Wing of Unstated Purposes posit that Delta-12 is, in effect, the bureaucratic ghost of an Architect-Superior’s unused blueprint.
Staff and Culture
Personnel assigned to Wing Delta-12 are known as Validators-Provisional. Their training emphasizes strict adherence to procedural nuance over spatial reasoning. A common saying within the Wing is, “The map is not the territory, but the form in triplicate is both.” Promotion is contingent on the number of D-12A forms processed without temporal-citation error, a metric that famously rewards meticulousness over expedition.
The Wing’s internal archive is said to contain the only fully approved Form D-12A for a route titled “To One’s Own Desk via a Moment of Clarification.” The form was validated, but the route has never been invoked, as the required Clarification has yet to be satisfactorily defined in any Concordance.
