Theoretical Wing
MS 9226.26 · Practices and doctrines
Theoretical Wing refers to a non-spatial administrative or functional division of a body or system, authorized by the Third Concordance and subject to the purview of the Guild of Theoretical Mechanics. Unlike a physical wing, which occupies a defined volume of the Tower, a Theoretical Wing exists as a conceptual framework for organizing responsibilities, procedures, or latent functionalities, often bridging the mandates of two or more disparate Guilds. Its most notable application is in the formalization of certain anomalous spaces, such as the Unbuilt Wing, and in the design of objects like the Peregrine-Sigma courier device.
Legal Foundation and Jurisdictional Disputes
The concept is formally established in the Third Concordance, Section 14, Clause vii, which states: "Any persistent conceptual extension of an entity's purpose, lacking a permanent physical annex, shall be deemed a Wing of Theoretical Nature." This clause was famously invoked during the Silent Wing Reconciliation to resolve the status of seventeen disputed corridors between Floors 2004 and 14,142. Jurisdiction is explicitly granted to the Guild of Theoretical Mechanics, as outlined in GTM Ordinance Δ-117, a position the Guild maintains despite the inert state of its own western administrative wing following the Great Calcification Event.
The Guild's authority is not unchallenged. The Bureau of Axiomatic Purity claims review rights over the foundational postulates of any new Theoretical Wing design for logical consistency, while the Guild of Lapidaries asserts monitoring privileges over any aether-crystals used in their conceptual stabilization. The perennial tension with the adjacent Guild of Exactitude, which views Theoretical Wings as "procedural vagueness given a name," frequently complicates ratification.
Classification and Notable Implementations
Theoretical Wings are categorized by class, which denotes their scope and permissible applications. The Sigma class, for instance, is authorized for individual courier objects, such as the Peregrine-Sigma used by the Bureau of Latent Significance. The Omega class is reserved for major institutional constructs. Notable implementations include:
- The Unbuilt Wing, an Omega-class construct overseen by the Architect-Superior. It occupies an indeterminate spatial volume between Floor 117 and the West Wing of Unstated Purposes.
- The Wing of Institutional Memory, formally designated an annex of the Unbuilt Wing, tasked with cataloging decisions that were almost made.
- The Third Spiral Administrative Wing, a Beta-class wing governing all circular filing procedures on tertiary spiral staircases.
Operational Mechanics and Containment
By definition, a Theoretical Wing lacks fixed physical coordinates. Its "location" is often described as a probabilistic field, stabilized by procedural rituals and documentation. The Department of Applied Metaphysics has developed a standard methodology for "conceptual grounding," which involves the drafting of a Foundation Charter, the installation of a nominal doorframe (often left purposefully ajar), and the scheduled performance of abstract maintenance tasks.
Containment protocols are critical. A poorly defined or neglected Theoretical Wing risks "conceptual leakage," manifesting as auditory hallucinations of distant committee meetings, the sudden appearance of out-of-context filing cabinets, or, in extreme cases, a localized weakening of causal relationships. The Great Calcification Event is studied as a related, though inverse, phenomenon: the spontaneous and irreversible physicalization of a wing's function.
Scholarly Disagreements
Significant academic debate surrounds the ontology of Theoretical Wings. The prevalent "Functionalist" school, endorsed by the Guild of Theoretical Mechanics, holds that a Theoretical Wing's existence is proven by its effects. The rival "Substantialist" school, championed by the Guild of Exactitude, argues that only a physically measurable wing can be said to truly exist; what are called Theoretical Wings are, in fact, merely elaborate metaphors for inter-departmental agreements. This debate was crystallized in the controversy over the West Wing of Floor 2004, which Substantialists claim is a standard, if oddly shaped, physical annex, while Functionalists insist its anomalous geometry proves it is a Theoretical Wing that has partially collapsed into reality.
A third, minority view proposed by archivists of the Wing of Institutional Memory suggests that some Theoretical Wings are not extensions of existing bodies, but are themselves the primary entities, with the so-called "main" body being the annex. This theory is generally dismissed as an institutional paradox, though it is frequently cited in budget disputes.
Related Provisions and Amendments
Theoretical Wings are frequently amended subjects within the Concordances. The Guild of Theoretical Mechanics Proposals archive contains forty-seven separate items concerning their regulation, ranging from proposed standardization of wing "aspect ratios" to ethical guidelines for wing dissolution. A provisional Stone-Wardens committee was formed post-Calfication to study the implications of a Theoretical Wing undergoing a similar stasis event. To date, no amendment has successfully reconciled the contradictory definitions presented in the Third Concordance and the Seventh Concordance, leaving their precise legal standing in a state of purposeful ambiguity, which many scholars argue is the very condition required for their operation.
