College of Ontological Mechanics
MS 1042.18 · Guilds, orders and offices
College of Ontological Mechanics (COM) is a subsidiary body of the Guild of Theoretical Mechanics (GTM) charged with the classification, arbitration, and maintenance of existence-as-property within the Tower’s holdings. Established under the provisions of Proposal 27, its mandate covers all phenomena for which being or non-being is a variable state subject to procedural adjustment, rather than a fixed metaphysical constant.
Founding and Jurisdiction
The College was formally constituted in the 41st Year of the Great Indexing, following a prolonged dispute over the Self-Refilling Inkwell. The Guild of Theoretical Mechanics successfully argued that the inkwell’s cyclical phases of “full” and “empty” were not mere physical states but distinct ontological categories, necessitating a dedicated authority. The COM’s founding charter, inscribed on vellum treated with Sleeping Ink, delineates its sphere of influence as “all artifacts, locales, and conceptual entities whose existential status is demonstrably conditional, contingent, or procedural.” This places it in frequent dialogue, and occasional conflict, with the College of Spacial Jurisprudence (which governs placement and adjacency) and the College of Luminous Anomalies (which oversees radiative and photonic phenomena).
Core Functions
The College’s primary operational divisions are:
- The Bureau of Conditional Being: Assesses and certifies the “if-then” existence clauses attached to certain archives. For instance, the ghostly sigils in the West Wing of Floor ǂ-44 are recorded as “existing only when observed by a certified Librarian,” a condition the Bureau monitors and audits.
- The Office of Ontological Arbitration: Resolves disputes where two or more contradictory states of being are claimed for a single subject. A famous case involved the Perpetual Manuscript, simultaneously argued to be “permanently unfinished” and “eternally complete.” The Office’s ruling, Concordance 301, Clause 8, established the precedent of sequential superposition, whereby the manuscript occupies each state on alternating Tuesdays.
- The Department of Existential Maintenance (DEM): Responsible for the upkeep of entities whose being requires active sustenance. This includes the ritual re-conjuration of the Sixty-Seven Transitory Atria (which fade if not verbally recounted daily) and the calibration of probability engines in the Metrological Anomalies division.
Notable Rulings and Controversies
The College’s authority is not absolute and is frequently challenged. Its most contentious ruling remains Ontological Decree 447, which declared that the shadows cast by the brass automata in the Hall of Predictive Gears “do not possess independent being, but are properties of the caster.” This was vehemently opposed by the Society of Crustrial Mechanics, which argued for shadow-personhood, leading to a seven-year schism within the Guild of Theoretical Mechanics itself.
Furthermore, the COM’s relationship with the Silent College is defined by a delicate procedural balance. While the Silent College administers the Silent Period and the Silent Porters, the COM asserts jurisdiction over the ontological silence of objects placed under interdict—a distinction famously described by Guildmaster Aris as “the difference between not speaking and having nothing to say.”
Doctrinal Disputes
A persistent internal debate concerns the “Literalist” versus “Instrumentalist” interpretations of conditional existence. The Literalist faction, aligned with certain schools within the GTM, holds that procedural existence is a genuine, fundamental mode of being. The Instrumentalists, often drawing from administrative pragmatism within the Tower Administrative College, argue it is merely a useful categorical fiction for cataloguing purposes. This debate directly impacts archival practice, such as whether to shelve a conditionally-existent treatise under its subject matter or in a dedicated ontological annex.
Current Activities
The College is presently engaged in a multi-year audit of the “Retroactive Annexes” on Floors Ω-12 through Ω-15, where documents are filed that claim to have always existed, yet show evidence of recent inscription. Its agents are also collaborating with the College of Luminous Anomalies on the puzzling case of the “Forgotten Light,” a luminosity recorded as “existing only in memory,” to determine if it constitutes a legitimate holding or an archival error. The findings are expected to be presented to the full Guild of Theoretical Mechanics for ratification within the next fiscal quire.
