Annex Steward
MS 4456.47 · Practices and doctrines
Annex Steward is a designation granted to an individual responsible for the administrative oversight and procedural governance of a designated Annex within the Tower. The role combines custodial duties with limited adjudicative authority, operating under the complex and often contradictory authority of the Tenth Concordance and its subsidiary codicils.
Appointment and Jurisdiction
The appointment of an Annex Steward is formalized through a Notification of Stewardship, issued by the Librarians and filed with the Central Registry of Annex B. There is no standardized term of service; stewards serve "until the necessity of their function is rendered void," a phrase subject to frequent reinterpretation. An Annex Steward’s primary jurisdiction is the physical space and conceptual holdings of their assigned annex, such as the Ambulatory Annex or the Lateral Annex. However, their authority is frequently circumscribed by overlapping frameworks, such as the material verification mandates of Annex Δ or the regulatory protocols of Annex Epsilon.
Notably, the stewardship of Annex Ω is considered a distinct office, often held concurrently with another annex stewardship, due to its focus on tolerances and discontinued inquiries.
Responsibilities and Powers
The core responsibilities of an Annex Steward are enumerated in Clause 4 of Annex C, and include:
- Maintaining an inventory of all holdings, sentient or otherwise.
- Ensuring compliance with all applicable Concordance ordinances within the annex’s bounds.
- Authorizing internal expeditions and approving the cataloguing of new subjects.
- Resolving disputes between annex personnel or visiting researchers, typically by citing the most locally relevant concordance.
Their adjudicative power is limited to matters arising within the annex. For cross-annex disputes, such as those between the Western Habitation Annex and a migratory holding from the Ambulatory Annex, stewards are required to convene a provisional tribunal, a process famously protracted and documented in Annex 7, Volume III.
The Steward's Regalia and the Empty Chair
While no uniform exists, a Steward is traditionally issued a Seal of Office—a wax stamp bearing the annex’s designation—and a master key that ostensibly opens all doors within their domain (though many locks are documented as non-responsive to mechanical intervention). The most significant symbolic artifact, however, is the Steward’s Chair.
The controversy surrounding this chair is a noted point of scholarly disagreement. During an early Regency session, Elara of the Twelfth Spiral proposed the procedural innovation of the Empty Chair, arguing that the authority resided in the office, not the person, and thus the seat should remain vacant. In contrast, Kaelen of the Unfinished Stair later commissioned an ornate, physically present chair, asserting that governance required a tangible focal point. This divergence has never been reconciled, leading to a spectrum of practice: some annexes feature an empty dais, others a simple stool, and still others, like the Spire of Auditory Phantoms under Steward Wren, maintain both a functional seat and a ritual empty space.
Notable Stewards and Precedents
Historical records within the Tower’s archives highlight several stewards who established important precedents:
- Steward Wren of the Third Spire (and concurrently of the Spire of Auditory Phantoms) is noted for successfully invoking Annex Ω.1 to suspend an inquiry into a self-referential noise loop, arguing it was both ongoing and permanently discontinued.
- The unnamed steward of Annex Δ during the Verification Crisis of Floor 7,104 famously applied Ordinance 4 to reclassify a disputed volume as "temporarily non-existent," a classification that persists.
- The stewardship of the Ambulatory Annex is shared under a joint-administerial model dictated by Annex Epsilon, requiring coordination with the Delta Measurement bureau of Annex Δ.
Contradictions and Challenges
The authority of an Annex Steward is constantly challenged by the Tower’s inherently contradictory legal framework. A steward may cite one concordance to authorize an action, only to have a resident scholar produce another that expressly forbids it. Furthermore, the boundaries of annexes are not always spatially fixed; the Ambulatory Annex, for instance, migrates. This leads to jurisdictional conflicts where two stewards may claim oversight of the same hallway or holding at different times.
The most significant limitation is articulated in the seldom-read Commentary on Trans-Annex Affairs: an Annex Steward’s decree has no force outside their designated annex. This renders inter-annex cooperation entirely dependent on persuasion, precedent, and the occasional threat of referring a matter to the eternally backlogged Librarians’ Adjudicatory Panel.
