Annex

Annex is, within the archival schema of The Tower, the foundational unit for the categorization and physical containment of unreal subject matter. An Annex is defined by the Seventh Concordance as "a discrete administrative, spatial, and catalogical entity endowed with the authority to govern the existence and non-existence of its assigned holdings." It is simultaneously a designation in the regulatory codex, a physical location (or set of locations), and the bureaucratic body responsible for its own oversight. The concept is recursive, with Annexes frequently containing references to, and regulations for, other Annexes.

Legal and Administrative Status

The authority of an Annex is derived entirely from the Certification of Non-Interference issued under the auspices of a higher Annex, a process described as "the delegation of ontological jurisdiction." Each Annex operates under its own set of internal concordances and clauses, which may contradict those of neighboring or overseeing Annexes. This is considered a feature of the system, not a flaw, as it allows for the containment of contradictory realities. For example, disputes regarding the environmental monitoring of Annex B are adjudicated by Annex Epsilon per its own regulations, while spatial oversight of the same facility, as part of the Staging Annex, falls to the Annex Steward, citing Clause 4, Annex C.

Annexes are classified by the Registry of Designations under three non-mutually-exclusive types: Spatial (a physical location, such as Annex γ-9), Documentary (a body of regulations, such as Annex Δ), and Corporate (an administrative body, such as the Annex Steward). Most Annexes fulfill at least two of these roles.

Physical Manifestations and Numbering

The physical instantiation of an Annex, where applicable, does not follow a consistent architectural or locational logic. Spatial Annexes may occupy entire floors, discrete rooms, or non-Euclidean interstitial spaces between acknowledged floors. Their numbering and lettering systems are famously non-sequential and appear to follow a logic of "conceptual adjacency" rather than physical proximity. Annex 19-B is not located near Annex 4, and the Lateral Annex shares no physical border with the vertical Spire Annex 7, despite their nominally descriptive names.

Notable clusters exist, such as the three facilities constituting the Staging Annex (A, B, and C) located in the Cobbled Courtyard at Vestibule Epsilon. Similarly, Annex Δ, Annex Epsilon, and Annex Ω maintain what their charters describe as "close administrative ties," implying a regulatory triad, though the nature of these ties is detailed in mutually exclusive documents.

Regulatory Interactions and Oversight

A primary function of any Annex is the regulation of other Annexes. This creates a complex web of oversight, often depicted in cross-reference matrices that are themselves classified as Annex holdings. Key examples of this interdependent oversight include:

• The Annex Steward exercises direct supervision over the Staging Annex while also conducting monthly reviews of a sampling of holdings from Annex Γ.
• Annex Δ and Annex Epsilon jointly monitor the environment of the Ambulatory Annex and regulate access to Annex γ-9, which was itself established under the authority of Annex Δ.
• The Steward of Spire Annex 7 routinely cites Clause 4, Annex C to justify audits of the Lateral Annex, a practice contested by the Lateral Annex's own governing clause, the Second Concordance, Annex Ω-7.

This system ensures that no Annex operates with complete autonomy, a principle known as the Doctrine of Necessary Interference.

Scholarly Disputes

The fundamental nature of an Annex is a subject of ongoing debate among archival theorists. The dominant "Container School" posits that the Annex is primary, and its holdings are secondary artifacts it generates. The rival "Emanation School," citing recursive clauses like those found in Annex Epsilon's documentation, argues that the holdings themselves, through their unreal properties, generate the Annex as a necessary epistemological container. A third, more radical view held by the Clerk-Skeptics of Vestibule Theta suggests that only the documentary aspect—the regulations, clauses, and concordances—has any true existence, and that both spatial locations and corporate bodies are legal fictions necessitated by the paperwork.

A practical, unresolved contradiction exists regarding the document 'Annex C' and the spatial Annex C. The Seventh Concordance, Annex Q definitively states they are the same entity. However, a footnote in the revised Annex Epsilon tolerances implies they are distinct, as the documentary Annex C is subject to environmental review, while the spatial facility is not. Attempts to reconcile this, including the proposed audit under Clause 4 of Annex 7 C, have been indefinitely postponed.

Measurement and Proprietary Standards

Each Annex maintains its own system of measurement for assessing the stability, unreality, and catalogical mass of its holdings. These are not convertible. The most famously opaque is the Proprietary Measurement (Annex Ω) system, whose units (e.g., "Ω-Spans," "Partial Coherences") are defined only within the self-referential texts of Annex Ω. Attempts by Annex Δ to integrate these tolerances, as noted in its records, resulted in the temporary dematerialization of seven clerical desks and a hallway, later restored by citing an earlier, contradicted clause.
