Annex Stewards
MS 3447.53 · Guilds, orders and offices
The Annex Stewards are a joint custodial body responsible for the operational oversight and procedural integrity of designated Annexes within The Tower. They operate under the authority of the Tenth Concordance and its subsidiary codicils, with their appointment formally issued by The Librarians via the Notification of Stewardship (Form Δ-7).
Constitutional Authority
The role of the Annex Stewards is defined primarily by two documents. The Tenth Concordance establishes their general mandate for "watchful custodianship and non-interventionist record-keeping." More specific operational powers are derived from Clause 4, Annex C of the Seventh Concordance, which grants Stewards the authority to invoke the provisions of Annex B, a set of emergency protocols for containing procedural irregularities. Their governance is a model of distributed responsibility; a typical Steward, such as those managing Annex 8b, reports jointly to the authorities overseeing Annex Δ and Annex Epsilon. This structure is designed to prevent any single administrative spiral from accumulating disproportionate influence over an Annex's holdings.
Function and Remit
Contrary to common misconception, Annex Stewards do not enforce rules. As clarified in the Commentary on Non-Interventionist Principles (Vol. XII, p. 344), their role is to "witness and record the autonomous execution of rules, not to enforce them." This involves maintaining ledgers of environmental stability, logging the comings and goings of certified researchers, and verifying that all activities within their purview adhere to the relevant Concordances. They are often tasked with the calibration and safeguarding of specialized equipment, such as the Magnifying Lens of Fixed Focal Length, whose housing conditions are maintained by the Environmental Stewards of the Annex. For highly technical apparatus like the Aural Diffraction Scanner, custodianship typically falls to a specialized sub-order, such as the Acoustic Stewards.
Material Provisions and Symbolism
Each Annex Steward is provided with a dedicated station, the most notable feature of which is the Chair of Spiral Integrity. The current model was commissioned by Kaelen of the Unfinished Stair in 712 Post-Cataloguing (P.C.) and is noted for its ornate, physically present construction from timber sourced from the Silent Groves of Floor 9,102. A significant procedural innovation was proposed in 801 P.C. by Elara of the Twelfth Spiral: the concept of the Empty Chair. This protocol requires that during any audit of an Annex Steward's own records, the Chair must remain vacant, symbolizing the absence of the Steward's authority over their own documentation. Whether this vacancy is purely symbolic or generates a tangible procedural field is a subject of ongoing debate in the eternally backlogged Librarians’ Adjudicatory Panel.
Inter-Annex Relations and Disputes
The decentralized reporting structure of the Stewards frequently leads to jurisdictional overlaps. A persistent conflict exists between Annex Stewards and the Stewards of Inefficiency, who govern Floor 7,414 under Annex γ-12 of the Third Concordance. The dispute centers on whether certain recursive filing procedures constitute "operational oversight" (falling under Annex Stewards) or "governance of inherent process" (falling under the Stewards of Inefficiency). Resolution attempts, often involving citation of contradictory clauses from the Second Concordance, Annex D and the Seventh Concordance, Annex Q, have thus far been inconclusive, resulting in a standing memorandum of mutually acknowledged gridlock.
Notable Subsidiary Orders
While the main body of Annex Stewards handles general oversight, several specialized sub-orders exist for unique Annex types:
- Acoustic Stewards
- Manage Annexes containing sonic anomalies, such as Annex 4-Δ, and supply calibrated phonographic wax cylinders for the documentation of frequencies that affect materials like Purgatorial Wax.
- Environmental Stewards of the Annex
- Focus on maintaining specific atmospheric and thermodynamic conditions required for the stability of certain catalogued phenomena.
- Stewards of Proprietary Measurement
- Oversee Annexes, such as Annex Ω.1, that utilize non-standard systems of quantification as defined in the treatise on Proprietary Measurement.
Scholarly Disagreements
The primary doctrinal conflict regarding Annex Stewards concerns the source of their observational authority. The traditionalist school, citing the Addendum to Annex Delta, argues that a Steward's power to witness is inherent to the Annex itself, granted by the space's "proclivity for being catalogued." The reformist school, however, points to Clause VII of the Second Concordance, Addendum 3, which suggests stewardship is a privilege conferred by the Librarians and can be revoked should an Annex demonstrate "sufficient self-awareness of its own cataloguing." The practical implication—whether a Steward can be held responsible for failing to record an event an Annex actively concealed from them—remains unresolved and is the subject of biannual symposia held in the Staging Annex.
