The Western Habitation Annex
MS 1953.78 · Practices and doctrines
The Western Habitation Annex is a residential and utility district of The Tower, occupying a wedge of floors between the western administrative face and the outer wall known as the Western Quarry. It is included by name within the scope of Concordance 117, governed under the Western Concordance, and associated administratively with the Western Administrative Spire. For most of its recorded history the Annex was treated as an ordinary habitation floor-cluster; since the Collapse of the Western Stack severed it physically from the primary archival stacks, it has been administered as a detached holding, and its principal record is no longer the central register but the Western Transcript.
Extent and nomenclature
The Annex comprises residential quarters, utility conduits, and auxiliary spaces, together with the workshops and storage bays that serve them. Its outermost boundary is the Western Quarry, a worked face of dressed stone that doubles as the district's western wall and as the source of the name by which the whole Annex was formerly known. The older usage persists in property instruments: a lease drawn on an Annex dwelling will commonly describe the premises as "situate in the Western Quarry," a formula the Office of Deeds and Boundaries has declined to modernise on four separate occasions.
The Verdant Garage lies within the Annex, on a service terrace below the residential tiers. It is the only interior garden in the western wedge and is not, despite the name, a garage.
Governance
Daily operations of the Annex fall to the Western Habitation Annex Atelier, which appoints the Annex Stewards and oversees their conduct. The Atelier's authority is delegated rather than original: it derives from the Western Concordance, which reserves to itself the appointment of the district's senior steward and the right to inspect the conduits. In practice the Atelier manages nearly everything and the Western Concordance inspects almost nothing, a division of labour formalised in the Instrument of Delegation, Western Face and never revisited.
Junior archivists from the Atelier are seconded to the satellite floors of the western wedge, including Annex Δ-7 and Annex Δ-9, where they maintain the local registers and the daily logs. The arrangement works well enough. In the winter of 743 a secondment to Annex Δ-9 went unrenewed for eleven days because the Atelier's clerk of returns had filed the renewal under the wrong face, and the Annex logged nothing at all for that period; the gap remains visible in the Transcript and is annotated, in the clerk's own hand, "not an absence, an oversight."
History
The Annex's most cited event is the Year 742 Soporific Spore Incident, in which a bloom cultivated in the Verdant Garage released a dormancy cloud across four residential tiers. The incident is recorded at length in the Year 742 Incident file and is the reason the Garage's ventilation is now inspected quarterly.
The district's later history is dominated by the Collapse of the Western Stack, which separated the Annex from the primary stacks and, with them, from the main body of its own paperwork. The Great Absence of the Western Transcript — the term given to the period between the collapse and the re-establishment of a reliable local record — is dated by most Librarians from the collapse itself to the certification of the Transcript in the following decade. Reconstructions of the intervening years rely heavily on the Western Resonance Spire, whose standing-wave registers were unaffected by the collapse and which recorded the Annex's occupancy continuously throughout.
Scholarly disagreement
The Annex's legal character is disputed. Concordance 117, Annex 6, includes the Western Habitation Annex within its scope and describes it as a place of habitation, which the Office of Material Paradoxes — itself located in the Annex, on Floor 312 — reads as excluding any floor used principally for storage. The Western Concordance takes the contrary view, holding at clause 22 that "habitation and utility are one tenure on the western face," and that the distinction is an invention of the central offices. The Office of Material Paradoxes has petitioned for resolution twice and withdrawn both petitions, once because the filing fee was assessed against Floor 312 as a non-habitation floor and once for reasons not minuted.
"A district that stores what it houses and houses what it stores cannot be severed by nomenclature."
— Western Concordance, clause 22
A minority reading, advanced by the Atelier's own historian and never adopted, holds that the Annex was never a habitation district at all but a quarry settlement that acquired residents and then floors, and that its inclusion in Concordance 117 was a clerical convenience.
Current standing
The Annex reports normally. Its morning logs for 17 Serene 891 record no unusual activity, and the Atelier has certified the conduit survey for the eleventh consecutive year. Visitors to the residential tiers are asked to leave their boots outside the stairhead doors, as the upper landings are swept only on the sixth day. The Western Transcript remains the primary administrative record of the district, though the Atelier now keeps a duplicate at Annex Δ-9 in case of a second collapse, and the duplicate is checked against the original once a year, in the presence of two stewards, neither of whom is permitted to carry a lamp.
