The Western Habitation Annex is a structurally distinct administrative and residential zone physically separated from the primary archival stacks of The Tower following the incident of 17 Serene 891. It is governed under a modified application of Concordance 117, which treats it as a perpetually occupied holding in its own right, despite its original designation as a support structure. The Annex encompasses Floors 22.H through 22.M of the former Western Helical Staircase transport array and several laterally adjoined chambers.

Structural History and Current Configuration

Prior to the Collapse, the area now constituting the Annex was integrated into the Tower’s main circulatory and utility systems. The severance event, formally documented in the Consolidated Incident Chronology, resulted in the complete isolation of these floors from both vertical transit and primary pneumatic conveyance. The Annex is now accessible only via the Lateral Annex maintenance corridors, which require traversal of a 40-meter composite bridging span installed per Ordinance 4, Annex C.

Internal vertical movement within the Annex is maintained by a manually operated counterweight lift and a series of fixed ladders, as powered ascension/descent mechanisms were deemed non-compliant with post-Collapse stability ordinances. The most notable inhabited space within the Annex is The Verdant Garage, a chamber on Floor 22.J officially classified for perpetual habitation.

This unique status has led to persistent jurisdictional ambiguities, particularly regarding the applicability of Tower-wide ordinances concerning energy use and sonic emissions.

Notable Phenomena and Holdings

The Annex is the site of several documented phenomena attributed to its isolated state. The most frequently cited is a persistent, low-frequency resonance detected in Sub-Level 9 of the adjoining Western Spire, catalogued separately as the Hum of the Depths.
