Floor 112, Annex B is a major administrative complex located on the one-hundred-and-twelfth floor of the Tower. It serves as the central bureau for the Department of Matriculation and is the primary repository for foundational logistical and cartographic data concerning Tower structure. Its most significant holding is the Official Latent Atlas, a master folio of all attested floors, housed within a dedicated, climate-controlled chamber.

Architecture and Location

The Annex occupies the entirety of the northern spiral of Floor 112, accessible via the primary ascent corridor and a dedicated service lift from Spiral 117, Aperture Beta. Its architecture is characterized by high, vaulted ceilings of fitted limestone and endless rows of grey-steel filing cabinets, the latter extending into sub-levels confirmed to be non-Euclidean in layout. The complex shares a structural wall, noted for its acoustically permeable qualities, with the offices of the Department of Speculative Biology, a proximity that has led to numerous inter-departmental memoranda regarding "unsanctioned ambient classification."

Annex B is distinct from the main Floor 112 public reading rooms and is governed by its own set of access protocols, as detailed in Annex Epsilon of the Tenth Concordance.

Administrative Function

As the seat of the Department of Matriculation, Annex B is responsible for the certification of floor discoveries, the arbitration of numeration disputes, and the maintenance of descent and ascent registries. All expeditions, whether Guided Descents or independent forays, are required to file a Form 33-C "Intent to Catalog" with the Bureau prior to departure and a Form 33-D "Post-Factual Inventory" upon return. The processing of these forms constitutes the Bureau's primary daily activity.

The Bureau also oversees the Office of Voluntary Correspondence, which manages all non-mandatory communications between floors, and maintains a liaison desk with the Department of Applied Metaphysics for cases where floor properties conflict with established physical laws.

The Official Latent Atlas

The centerpiece of Annex B is the chamber housing the Official Latent Atlas. The Atlas is not a single book but a continuously updated series of massive, leather-bound folios arranged on a circular, mechanically rotating dais. Entries are inscribed in indelible ink by a corps of Senior Scribes and include each floor's attested number, its common name (if any), key physical and ontological properties, and cross-references to related holdings. A dedicated sub-chamber, colloquially known as "The Proofing Room," is where proposed updates are vetted against existing records and the often-contradictory dictates of the various Concordances.

Access to the Atlas is restricted to Librarians of Grade VII or higher, though certified researchers may petition for specific excerpts. All such petitions are ultimately filed, unanswered, in the Sub-basement of Unanswerable Petitions.

Jurisdictional Conflicts and the Numeration Debate

The authority of Annex B is not absolute. Its foundational mandate derives from the Third Concordance, specifically Clause 33, Annex Delta, which asserts that floor numeration is an intrinsic property. This clause forms the basis for the Atlas's organizational schema. However, this doctrine was challenged by the findings of The Partial Survey, authorized under Annex Ω of the Tenth Concordance, which suggested numeration might be contingent on observer trajectory or local chronological conditions.

This has led to a protracted, quiet schism within Tower bureaucracy. The Department of Matriculation, based in Annex B, upholds the intrinsic-property model as administrative necessity. In contrast, field cartographers and the Department of Applied Metaphysics often advocate for a fluid or relational model, citing the non-sequential nature of floor progression. The conflict is typically managed by issuing provisional dual-numbering for disputed floors, a practice that has dramatically increased the volume of the Atlas.

Notable Incidents

In Record Year 734, a malfunction in the Annex's pneumatic dispatch system resulted in the inadvertent distribution of draft Atlas entries to seven unrelated departmental inboxes, including that of the Receding Reference Desk. The resulting cross-cataloguing event created four temporary, unstable "meta-floors" within the Tower's logistical paperwork, which required a dedicated committee seventeen years to formally de-accession.

The most recent audit, concluded in Record Year 811, noted a 0.3% discrepancy between the number of floors logged in the Atlas and the number of certified Form 33-D filings. The discrepancy is officially categorized as "procedural latency," and an ongoing review is scheduled to reconcile the figures by Year 850.
