Custodian of the Stacks

The Custodian of the Stacks is the official title granted to the administrative head of the East Unbound Stacks, a position codified under Concordance 14, Clause 9, Subsection Δ. The Custodian holds final authority over all logistical operations within the East Unbound Stacks and its subordinate units, including the Sub-basement of Unanswerable Petitions, and serves as the primary interface between the stacks' administrative body and the Librarian-Scribes of the adjacent Office of Voluntary Correspondence.

Origin and Appointment

The office was formally established in Y112 SCE, concurrent with the designation of the Central Pneumatic Stacks' constant temperature as a fact. The initial appointment followed the Schism of the Eastern Stacks, which created the need for a singular, non-partisan authority to oversee the contentious relocation protocols and petition management. The Custodian is appointed by a conclave of senior Librarians, though the precise composition of this conclave and the duration of the Custodian's term are matters of frequent revision within the Concordances. Since Y245 SCE, appointment has been for a period of "seven manifest cycles," a unit of time defined only within Concordance 22 and loosely correlated with the completion of a major shelf-rotation.

Responsibilities and Powers

The Custodian's duties are extensive and precisely, if contradictorily, enumerated. Primary among them is the authorization and oversight of The Movement of Stacks, a process for which the Custodian must personally notify all adjacent administrative zones, as per Clause 7 of Concordance 22. The Custodian also maintains ultimate responsibility for the environmental systems, most notably the ventilation provided to the Sub-basement of Unanswerable Petitions, and must ensure the operational integrity of the Verification Atelier located in the stacks' antechamber.

Furthermore, the Custodian is the final arbiter for any petition filed within their jurisdiction before it enters the Sub-basement. This grants the office significant, if obscure, influence over the cataloguing of provisional realities. A less-documented but widely acknowledged power is the Custodian's authority to commission special surveys, such as the Census of the Whispering Stacks, which was initiated under their directive to resolve ontological density discrepancies between Floor 22 and the East Unbound Stacks.

Disputed Succession and the Obsidian Decree

The most significant controversy surrounding the office concerns the succession crisis of Y188 SCE. Following the untimely dematerialization of Custodian Alaric, two claimants emerged: Elara of the Dusted Stacks, then a junior Librarian-Scribe, and Provost Kaelen of the Western Habitation Annex. Elara presented The Obsidian Decree, a previously uncatalogued document she discovered, which she argued superseded existing Concordances and named her the legitimate heir. Kaelen, in contrast, argued for strict adherence to the appointment clauses within Concordance 14.

The dispute was eventually settled by a provisional committee, which ruled in favor of Elara but appended seventeen clarifying amendments to Concordance 14, effectively creating the modern, convoluted appointment process. Scholars remain divided on whether The Obsidian Decree was a genuine foundational document or a brilliantly fabricated "coincidental precedent," a term later coined to describe such contested artifacts.

Material Perquisites

The office is accompanied by several tangible privileges. The Custodian resides in the Resolute Chambers, a suite suspended within the primary air-duct network of the East Unbound Stacks, offering direct monitoring access to the pneumatic systems. They are provided with a dedicated copy of the Master Folio from Floor 710 (The Pending Stacks), which preserves Clause 3 of Concordance 14, and have custodianship—though not ownership—of Carnate Hydrographic Object 78A, which is physically stored in The Somatic Stacks but listed under the Custodian's inventory.

Perhaps most critically, the Custodian controls access to the original survey maps for the Figure 4.12: Diagram of the Visceral Aquifer, which are frequently consulted during stack-movement planning to avoid hydrological interference.

Current Tenure and Criticism

The current Custodian, appointed in Y312 SCE, is a figure known publicly only by the sigil Γ-7. This practice of numeric-alphabetic designation, while permitted under a footnote to Concordance 22, has been criticized by factions within the Office of Voluntary Correspondence as an "obfuscation of accountability." The tenure of Γ-7 has been marked by an unprecedented number of sanctioned stack movements, leading to strained relations with adjacent zones and a formal inquiry, now pending, into the interpretation of "adjacency" as it applies to pneumatic notification protocols.
