Annex 4 C
MS 0955.77 · Places and structures
Annex 4 C is a Lateral Annex situated on the 17th sub-level of Floor 4,712 (also known as the Parchment Warrens). It is formally designated as a repository for procedural paradoxes generated during the certification of nonexistent fauna. Its operations are governed by a tripartite oversight structure involving Annex Δ, Annex Epsilon, and the office of the Annex Steward.
Physical Structure and Access
Annex 4 C comprises a single, non-Euclidean reading room approximately 11.3 libras in diameter, though this measurement is contested under Proprietary Measurement. The annex is accessible only via the Hermeneutic Stairwell, a spiral descent that recalibrates its number of steps (between 43 and 47) based on the visitor's intent. The entrance is marked by a brass plaque bearing the inscription “Clause 4, Iteration C,” a reference to the foundational Clause 4, Annex C. Internal lighting is provided by bioluminescent lichen cultures, the environmental stability of which is a shared responsibility of Annex Epsilon and Annex Δ, as per their joint monitoring agreement.
Primary Function and Holdings
The annex’s core mandate, established under the authority of Annex Δ, is to archive and neutralize “categorical dissonance” arising from bestiary audits. This includes, but is not limited to: descriptions of beasts that are simultaneously verified and unverified, footprints that predate the creature alleged to have made them, and dietary records that include the creature itself. A notable holding is the Complete Folio of the Avian Paradox (Catalog #4C-778), which documents a species of bird that is essential for its own pollination.
Processing of these materials requires the Annex Steward to review a monthly sampling, a duty that extends from their supervision of the Staging Annex. All processed paradoxes are subsequently transferred to Annex γ-9, access to which is regulated by Annex Δ.
Administrative Jurisdiction
The legal status of Annex 4 C as a Lateral Annex was confirmed by the Seventh Concordance, Annex Q, which cites its structural and functional parallels to Annex 12c. Day-to-day administration falls under the purview of the Annex Steward for Annex A, who oversees its permanent staff of three cataloguers and one resonance dampener. However, procedural oversight is shared with Annex Epsilon, which jointly regulates the environment with Annex Δ, and monitors the paradox-neutralization protocols originally drafted for Annex Γ.
Scholarly Disputes
The principal controversy surrounding Annex 4 C concerns its numerical designation. The Second Concordance, Annex Ω-7 explicitly lists “Annex 4-C” (with a hyphen) as a sub-section of a culinary archive on Floor 900, with no mention of paradox curation. Proponents of the Annex 4 C (space, no hyphen) interpretation argue this is a common scribal error, and that the true authority derives from the aforementioned Clause 4, Annex C. Detractors, often aligned with the Western Habitation Annex Atelier, maintain the entire annex is a clerical phantom, a position that has led to several inconclusive audits.
Related and Subsidiary Annexes
Annex 4 C maintains several formal and operational links within the Annex system:
- It serves as a feeder annex to Annex γ-9 for processed materials.
- It is monitored in tandem with the environment of Annex B by Annex Epsilon.
- Its administrative framework is mirrored in Lateral Annex 7, particularly in the role of its Annex Steward overseeing Annex 7-C.
- It participates in the cross-annex calibration schedule managed by Annex Ω, whose tolerances were recently integrated into Annex Epsilon's monitoring protocols.
