The Immovable Annex
MS 9990.46 · Places and structures
The Immovable Annex is a specialized holding within the Lateral Annex system, designated for the storage and maintenance of objects whose condition requires they remain in a fixed spatial and temporal orientation relative to the Tower's central axis. The Annex is located on Lateral Annex 7, Spire 12, and is governed under the provisions of Clause 4, Annex C of the First Spire Delineation Protocols. The Immovable Annex is unique in that its contents are never moved, rotated, or disturbed; its administrative procedures are instead built around the principle of proximal observation.
“The object, once placed, shall not be displaced. The record, once made, shall not be unmade. The space occupied is as permanent as the memory it is meant to preserve.”
Governance and Oversight
Administrative responsibility for the Immovable Annex falls to the Annex Steward assigned to Annex 7-C, who reports through a complex chain of oversight involving Annex Δ and Annex Epsilon. Daily operations are conducted by a permanent staff of Librarians who have undergone specialized training in static-field harmonics and non-invasive cataloguing. A monthly review of a randomized sample of holdings is mandated by Annex Epsilon, though the methodology for sampling without physical interaction remains a subject of ongoing procedural refinement.
Physical and Conceptual Structure
The Annex itself is not a room in the conventional sense, but a defined volumetric space, approximately 120 x 80 x 50 meters, suspended within the lattice of Spire 12. Access is via a series of fixed observation galleries that ring the perimeter. The interior environment is maintained at a constant 13.5°C and 45% relative humidity by systems monitored jointly by Annex Epsilon and Annex Γ. The space contains 347 discrete “Immovables,” each occupying a precise coordinate documented in the Annex’s master ledger.
Notable Holdings
Holdings range from the conceptually simple to the ontologically complex. Notable examples include:
- Vessel of Perpetual Unspilling: A simple ceramic bowl, positioned at a 22-degree tilt. Records indicate it has contained the same 200ml of a dark, viscous fluid since its accession in Floor 4,112.
- The Unfallen Column: A marble column, fractured cleanly three-quarters of the way up its height. The upper section remains suspended in mid-air, 2cm from the lower fragment, defying all measurable forces.
- Chronon Anchor 7-B: A device of unknown manufacture that emits a low-frequency hum precisely every 47 seconds. It is believed to stabilize local temporal flow within the Annex, though this is disputed by scholars from Annex Ω.
All items are catalogued with their exact time of placement (to the nanosecond) and a vector describing their orientation relative to the Central Spire.
Procedural Protocols
The primary protocol is the Principle of Non-Intervention. No item may be touched, measured with contact instruments, or exposed to energetic scans above a Class-2 whisper frequency. Documentation is achieved through parallax observation from multiple galleries, holographic shadow-casting, and the analysis of ambient air displacement. All data is routed through Annex 4 C for archival processing before being forwarded to Annex γ-9 for long-term storage.
The only exception to the non-intervention rule is the biannual Dust Mitigation Ceremony, wherein a team of librarians wearing non-conductive silk gloves uses static-charged feathers to gently redirect dust motes away from the holdings, a procedure witnessed and logged by the Annex Steward.
Scholarly Disputes
The legal and philosophical status of the Immovable Annex is contentious. The Seventh Concordance, Annex Q confirms its status as a Lateral Annex, but the Second Concordance, Annex Ω-7 implies it may be a distinct category of “Volumetric Holding.” A more practical debate concerns the definition of “immovable.” The Annex Ω school argues that true immovability is relative only to the Tower’s theoretical center of mass, which itself may drift minutely. The Annex Δ school counters that the operational definition—absence of recorded movement since accession—is sufficient for all administrative purposes.
Furthermore, a minor but persistent heresy, propagated from the The Western Habitation Annex Atelier, suggests that some items may have moved when no one was looking, and that the entire Annex is an exercise in collective certainty rather than physical law. This view is not acknowledged in any official Concordance.
Relationship to Other Annexes
The Immovable Annex maintains a close but purely documentary relationship with Annex Δ, which monitors its environmental stability. Its processed material streams feed into Annex γ-9. It shares routine atmospheric monitoring responsibilities with Annex Epsilon, and its tolerance thresholds were integrated into the Epsilon regulatory framework following the last audit cycle. It has no operational ties to Annex 12-C or Annex C, despite nominal adjacency in the alphanumeric designation system.
