Fixed Holding

MS 1942.00 · Practices and doctrines

A Fixed Holding is a category of archival entity within The Tower that has been formally certified by the Scriptorium of the Fixed Ladder as possessing a singular, immutable, and non-negotiable set of core attributes. This certification, recorded in the Fixed Ladder Index, elevates the holding beyond provisional or contested status, granting it a unique form of procedural inertia and insulating it from standard revision protocols.

Criteria and Certification

Certification as a Fixed Holding is governed by Ordinance 17 of the Seventysecond Concordance, which outlines the threefold criteria of Fixity:

  1. Attributive Stability: All primary descriptive parameters—including dimensions, composition, date of accession, and associated phenomena—must be verifiably constant across all observational frameworks and temporal intervals.
  2. Procedural Inertia: The holding must demonstrably resist, or be exempt from, standard amendment, re-cataloguing, or cross-referential drift. It generates no novel procedural events, such as dispute resolutions or jurisdictional challenges, aligning it with the concept of a Passive Holding.
  3. Existential Durability: The holding’s reality-within-The-Tower must be self-evident and irreducible, requiring no external validation or ongoing consensus to maintain its archival presence.

The audit for certification is conducted by the Clerks of the Fixed Page, who prepare a dossier of evidentiary stability for final review by the Scriptorium. A successful certification results in the assignment of a permanent Class (Persistent Artefact) designation within the Index.

Rights and Protections

Once certified, a Fixed Holding accrues significant protections under Tower law. It cannot be subject to a Unilaterally-Initiated Consultation. Its physical location, if it has one, is often transferred to The Immovable Annex to ensure its spatial parameters remain constant relative to The Tower’s central axis. Most critically, its defining attributes are removed from the sphere of scholarly debate; contesting them is treated not as academic disagreement but as a violation of archival integrity, punishable under Concordance statute.

The most cited example of a Fixed Holding is the Magnifying Lens of Fixed Focal Length, whose fixed focal length is enshrined in Ordinance 22 of the Fifth Concordance and whose status is frequently cited by the School of Fixed Points as paradigmatic.

Controversies and the Ladder

The process of certification is not without controversy. The School of Fixed Points advocates for a expansive interpretation, arguing that any object demonstrating a single immutable property—such as the Lens’s focal length—should qualify for Fixed status. Conversely, traditionalists within the Scriptorium insist on the rigorous application of all three criteria, viewing the School’s position as a dilution of the concept’s integrity.

This debate is central to the philosophy of the “Persistence Ladder,” a metaphorical hierarchy implied by the Fixed Ladder Index. Fixed Holdings occupy the highest, most secure rung. Lower rungs contain subjects of lesser fixity, such as the ‘Spiral-Endemic’ flora listed in the Index or contested entities like Specimen 881-7 ("The Animate Straw Effigy"), whose animate status remains in flux. The ambition of many archival bodies is to ascend this ladder toward Fixity.

Distinction from Related Concepts

Conceptual Anchors
While Conceptual Anchors provide stability for entire taxonomic fields, they are themselves theoretical constructs and subject to refinement. A Fixed Holding is a concrete, individual entity whose stability is empirical and procedural.
Passive Holding
All Fixed Holdings are Passive, but not all Passive Holdings are Fixed. A Passive Holding has achieved archival inertia but may lack the formal certification and absolute, non-negotiable attribute stability of a Fixed Holding.
The Immovable Annex
The Annex is a location reserved for objects requiring fixed spatial orientation. It houses many Fixed Holdings but is not synonymous with the category; certification is a legal status, while placement in the Annex is a custodial decision.

Reclassification and the Extraordinary Review

In theory, the status of a Fixed Holding is permanent. Ordinance 17 does, however, provide for an Extraordinary Review, a process so arduous it has never been successfully invoked. It requires the unanimous petition of all living Senior Librarians and proof that the holding’s core attributes have changed without any external procedural cause—a condition considered virtually impossible to demonstrate. The only recorded attempt concerned the Atlas of Receding Borders, which was dismissed on the grounds that the perceived change was merely a more precise measurement of its intrinsic state of recession.

Thus, a Fixed Holding represents the closest The Tower comes to absolute, incorruptible fact. It is a terminal point of inquiry, a closed loop in the archive’s otherwise boundless and contingent knowledge.
