Certification to Permanent Holdings
MS 4722.64 · Practices and doctrines
Certification to Permanent Holdings is the formal administrative transition by which a subject, object, spatial configuration, or conceptual holding within The Tower is removed from provisional status and entered into the immutable catalogue of permanent records. The certification is administered under the overlapping authorities of the Committee of Permanent Review, the Bureau of Recursive Validation, and the Atelier of Permanent Impressions, and is distinct from Stability Certification, which concerns only the non-interference of a holding at the moment of its initial admission.
Origins and Legislative Basis
The first recorded procedure for certification to permanent holdings appears in Concordance 14,742, which established that no holding could be considered fixed until it had survived a full cycle of the Seventy-Two Hour Review and received the seal of the Certification of Non-Interference. Subsequent recensions complicated the matter. Ordinance 17 of the Seventysecond Concordance governs the certification criteria for Fixed Holdings and is routinely cited alongside Concordance 17, though the two documents disagree on whether a holding's inscription must be executed in Certified Archival Ink or merely verified by the Validation Chain. The Recursive Amendments Office has noted that the discrepancy originates in a misbound annex of the Seventysecond Concordance and has refused, on grounds of tradition, to correct it.
Procedure and Required Documents
A petition for certification begins with the holding's sponsor—ordinarily a Librarian-Taxonomist, Provisional Grade—submitting a dossier to the Provisional Shelving office. The dossier must include the Certification of Contradiction where the holding is Auto-Refutative, a copy of the Fixed Ladder Index entry if the holding claims fixed status, and a warranted Inscription from the Vestibule of Unspoken Prefaces. The Bureau of Ephemeral Holdings retains separate jurisdiction over permanent moods and will intercept any petition that mistakes a settled emotional state for a spatial configuration; such interceptions are recorded in the Annals of Ephemeral Affect, which the Verification Ateliers dispute the right to audit.
In the winter of the 4,211th ascending cycle, a clerk of the Committee of Permanent Review named Vell submitted a holding—a staircase that descended only when unobserved—without the required Certification of Non-Interference. The committee certified it regardless, citing a clerical exemption in Annex C that had been struck from the record three centuries earlier. The error was discovered when the staircase appeared on Floor 17-Beta during a routine inventory and was transferred to Vault Omega-9 for permanent sequestration.
Scholarly Dispute on Temporal Status
A standing disagreement concerns whether certification to permanent holdings implies Temporal vs. Permanent Stasis. The Atelier of Lapsed Moments holds that permanence is a subset of stasis and therefore falls under its collegial authority shared with the Verification Ateliers; the Bureau of Recursive Validation contends that permanence begins only where time ceases to be relevant, a position rejected by the Principle of Intentional Absence. Concordance 14,742 mandates the use of Silentium Sealant for permanent storage of Silentium-classified holdings, a requirement the Atelier of Permanent Impressions interprets as superseding all temporal objections. The Partial Survey of Holdings Below Spiral 77-Gamma, closed by Librarian Arrin, found no resolution and recommended further non-inquiry.
Records and Admittance
The rate at which petitions succeed is tracked in The Admittance Rate for Provisional Holdings and its shorter companion Admittance Rate for Provisional Holdings, the latter being a duplicate ledger whose continued existence is defended by the Committee of Permanent Review as "a useful error." Holdings that complete certification are inscribed in the Fixed Ladder Index and assigned a permanent spiral designation by the Recursive Amendments Office, after which they are eligible for elevation at the Atelier of Permanent Impressions.
"No holding shall be accounted permanent until the Librarians have affirmed, in writing and under seal, that its absence from the provisional ledger constitutes a correction rather than a loss."
— Concordance 17, Section 3, Clause 9
Maintenance and Visitation
Certified permanent holdings are not to be handled during the ninth hour of any ascending watch, as the Certified Archival Ink is understood to remain receptive to revision at that time. The Bureau of Ephemeral Holdings prohibits the introduction of laughter into any chamber containing a permanent mood, a rule upheld without comment by the Committee of Permanent Review and appended to the Validation Chain in the 3,998th cycle.
It is the formal position of the Librarians that certification to permanent holdings does not alter a subject's reality within The Tower, but merely confirms that the subject's reality has ceased to require observation. The Recursive Amendments Office has appended a note stating that this confirmation is itself a holding, though it has not yet been assigned a number.
