Fixed-Cycle Events (FCEs)
MS 0357.14 · Practices and doctrines
Definition
Fixed-Cycle Events (FCEs) are a class of archival occurrences whose dates of manifestation are determined not by their own causal properties but by their assigned position within a certified Fixed Cycle. An FCE does not happen when conditions permit; it happens when the cycle says it is due. The distinction matters administratively, because an event whose timing is fixed can be audited, budgeted for, and — in the event of non-occurrence — recorded as a lapse rather than a surprise.
The term was formalized in Addendum Kappa, which at once expanded and narrowed the category. Addendum Kappa remains, by general acknowledgment, the least-read document that is cited most often.
Criteria for certification
For an occurrence to be catalogued as an FCE rather than as an ordinary anomaly, the Clerks of the Fixed Page must establish three points to the satisfaction of the reviewing Librarian. The occurrence must be recurring, its interval must be expressible as a whole number of designation units, and it must have been observed at least twice without drifting. The third criterion is where most applications fail, and where most appeals are filed.
The interval is measured against the cycle of designation, presently fixed at fifty. An occurrence with a natural period of forty-seven units is not admitted until it can be shown to have been adjusted, and the burden of proving adjustment falls on the petitioner. The practical effect is that many borderline occurrences are catalogued as downshifts instead — see Downshifting Events for the administrative consequences of that workaround.
The three recensions
The classification of FCEs is not settled. Three recensions of the governing text are in circulation, each held authoritative by a different office.
The Scriptorial recension, maintained by the Scriptorium of the Fixed Ladder, treats an FCE as an event that has already occurred at least once and is merely awaiting its next appointed manifestation. The Ladder recension, associated with the Fixed Ladder Index proper, holds that the event and its date are a single inscribable unit, so that de-scheduling is ontologically indistinguishable from cancellation. The Concordantial recension, derived from Clause 7 of the Eleventh Concordance, is the narrowest: it admits only those FCEs whose recurrence can be tied to an existing Fixed Holding, which excludes most phenomena of interest to researchers.
"An event that recurs without inscription is merely a habit. An event that is inscribed without recurring is merely a debt."
— Eleventh Concordance, Clause 7, marginal gloss (recension B)
The three recensions have never been reconciled. A working compromise holds that the Scriptorial recension governs certification, the Ladder recension governs removal, and the Concordantial recension governs audits, which is why audits and certifications so frequently reach opposite conclusions about the same floor.
Notable instances
The best-documented FCE is the Kappa-Aperture Discrepancy of the scheduled inventory, which recurred on three successive cycles before the responsible clerk noticed the pattern. Earlier instances had been filed as unrelated procedural misalignments. Its certification as an FCE in the following cycle is often cited as proof that the category is useful; its recurrence during the certification proceeding is cited just as often as proof that it is not.
The Consolidation Phase of Cycle 188 was proposed for FCE status and rejected, on the grounds that phase-decay in Aperture Sigma had occurred at irregular intervals and could not be reconciled to any whole number of designation units. The petitioners rejoined that the irregularity was itself the regular pattern. The matter was referred to the Office of Unhistorical Events, which does not recognize cycles of fewer than a hundred as events at all, and the petition lapsed.
Lower in the Tower, the periodic re-sealing of the amphora holdings on Floor 902 has been treated as an FCE for at least four recorded cycles, though no two offices agree on whether the sealing is the event or merely its record. The amphora itself, paradigmatic as an object-Fixed Point, has been described as "the only item in the archive whose schedule it is impolite to mention in its presence" (remark of an unnamed clerk, Ledger of Unrealized Events, Vol. 117).
Disputes and boundaries
The principal dispute concerns what happens to an FCE whose cycle is itself de-certified. If the Final Aperture of a given cycle is renumbered, do the FCEs scheduled within it retain their dates, drift with the renumbering, or revert to being ordinary anomalies? Concordance practice favors drift; Addendum Kappa and its Omission Mandate favor reversion; and the School of Fixed Points has argued in a series of increasingly acrimonious memoranda that the question presupposes a shared calendar, which the Tower does not have.
A second boundary question involves events that are fixed but not cyclical — those that occur once, at a date determined in advance. The archive's position, unvarying since the Final Archiving proceedings, is that such occurrences are not FCEs but appointments, and belong to the registry of scheduled matters rather than to this article. Inquiries addressed accordingly.
Visiting and handling
FCEs catalogued above Floor 1,000 may be inspected on their scheduled dates only, and not before. Inspectors arriving early are asked to wait in the antechamber, where the clocks are deliberately slow. Witnesses may not bring anything they intend to keep.
