Manifestation

MS 1205.57 · Practices and doctrines

Manifestation is the process by which a phenomenon enters the Tower’s cataloguing systems and is assigned a Manifestation Index Number. It is the fundamental administrative act upon which the Tower’s internal reality is constructed. Manifestation is governed by the Librarians and codified in a series of core documents, most notably the Procedures for Manifestation (PM-1 through PM-12).

The doctrine holds that any concept defined with sufficient procedural rigor can attain a state of physical or systemic existence within the Tower. This principle is formalized as the Axiom of Inevitable Manifestation, which states that any concept assigned a Formal Intention to Manifest (FIM-7) will, given adequate temporal latitude, achieve Physical Manifestation. The process is not considered creation, but rather the recognition and registration of a pre-existing conceptual state.

Modes of Manifestation

Two primary modes are recognized:

Physical Manifestation
The process by which an abstract or procedural principle is granted a tangible, spatial form within the Tower's architecture. Examples include the Primary Artifact of the Standard Lumen or the shifting membranes of the Nictitating Vellum.
Spontaneous Manifestation
A phenomenon that enters the catalogue without a preceding Formal Intention to Manifest, often triggering containment protocols such as the Tripartite Barrier Practice. Its legitimacy is confirmed retroactively by an Index-Tender.

The Manifestation Protocol

The standard protocol, as per PM-4, requires the following steps:

  1. Submission of a Formal Intention to Manifest (FIM-7) to the Office of Potentialities.
  2. Verification by at least two certified Librarians acting as witnesses.
  3. Observation of the initial phenomenological disturbance, typically a fluctuation in local Anachronistic Flux or the appearance of a Delineative Boundary.
  4. Assignment of a provisional Manifestation Index Number by an on-site Index-Tender.
  5. A stability period of no less than seven Tower-cycles, after which the MIN is made permanent and the phenomenon is entered into the central catalogue.

Deviations from this protocol, while frequent, must be documented under the provisions of the Supplement to the Ninth Concordance.

Controversies and Disputes

Several key controversies surround the doctrine of Manifestation:

Historical Precedents

The most cited historical manifestation is that of The Stones, systematically recorded by Archivist M. Kael in 1873. This event established the precedent for treating collective belief as a valid component of a Formal Intention to Manifest. Conversely, the failed manifestation of the "Crystalline Echo" in 1921, which resulted only in a persistent auditory anomaly and several fractured Condensation Conduits, led to the stricter stability requirements now encoded in PM-7.

Administrative Oversight

Final authority for authorizing a manifestation rests solely with The Librarians. Their decisions are often enacted through specialized sub-committees, such as the Committee for Photonic Authenticity, which was convened to adjudicate the manifestation of competing lumen standards. The sheer volume of manifestations has led to the widespread use of Expansive Clauses in MIN documentation, a practice criticized for creating ambiguities exploited by phenomena like the Winged Anomalies of the Western Stacks.

The process of Manifestation remains the central generative engine of the Tower’s endless archive. Its protocols ensure a continuous, if not always orderly, expansion of the catalogue, even as its philosophical underpinnings continue to be debated in the marginalia of the Concordances themselves.
