Concordance 774-B, Section Delta: On the Manifestation of Cumulus Progenitors
MS 8942.35 · Practices and doctrines
Concordance 774-B, Section Delta: On the Manifestation of Cumulus Progenitors governs the observable thresholds for atmospheric condensation states within enclosed and semi-enclosed volumes of the Tower. Promulgated as a sub-section of the eighth revision of the Ninety Second Concordance's Delta annex, it sets out, in eleven numbered clauses and two schedules, the conditions under which suspended vapour may lawfully be said to have gathered, and the further conditions under which a gathering may be promoted to the status of a Progenitor — that is, a condensation body capable of issuing further bodies without direct administrative intervention.
The Section is short, frequently amended, and read almost exclusively by climate clerks of the middle floors. Its importance considerably exceeds its readership.
Scope and definitions
Section Delta applies to all volumes within the Tower in which a humidity reading above fourteen percent has been recorded for three consecutive days. Climate-controlled spaces are exempt, though Ledger Hall 7 and its neighbours have, since the Amendment of 12 Ember, been subject to a standing exemption review that has not yet concluded.
- Cumulus
- Any suspended aggregation of vapour that returns a non-zero opacity reading when observed against a numbered background.
- Progenitor
- A cumulus body that has produced at least one daughter body of equal or greater opacity without the assistance of a ranked officer.
- Threshold
- The set of measurements — pressure, temperature, particulate load, and the age of the enclosing masonry — at which the transition from cumulus to Progenitor is held to have occurred.
- Quiescence
- The state of a Progenitor that has issued no daughter body for a period exceeding sixty days. Quiescent Progenitors remain on the Manifestation Index until formally retired.
Clerks are reminded that a Progenitor is a Manifestation and not a weather event; the two categories were separated at the ninth revision and have not been rejoined.
The four thresholds
Section Delta recognises four thresholds, conventionally cited by clause rather than by name. Failure to distinguish them is the single most common error in floor-level reporting.
| Clause | Designation | Observable condition | Reporting duty |
|---|---|---|---|
| Δ1 | First Gather | Opacity sustained four hours | Local log only |
| Δ2 | Standing Body | Opacity sustained two days; outline stable | Notify Sub-Section |
| Δ3 | Progenitor Candidate | One daughter body observed and recorded | Notify Sequencer pool |
| Δ4 | Confirmed Progenitor | Two daughter bodies, distinct parentage | Entry on Manifestation Index |
The fourth threshold is the operative one. It is not enough that a body appears to divide; the daughters must be shown to descend from the parent and not from an adjacent body drifting into the observation field. This evidentiary burden was the direct cause of the Chen Discrepancy, in which a Progenitor recorded on the fourth floor of Spiral 44 was later found to be two unrelated gatherings separated by a linen screen.
Disputed application: Progenitor or drift?
There is long-standing disagreement among Sequencers as to whether Section Delta's thresholds are descriptive or constitutive — whether a body becomes a Progenitor upon reaching Δ4, or was always one and is merely recognised at Δ4.
The literal reading holds that Progenitor status attaches at the moment of the second observed division, and that a body meeting all physical criteria but lacking a second division remains, in law, a Standing Body. The constitutive reading, favoured by the Ninth Concordance's supplement, holds that the thresholds are merely the point at which the Tower consents to notice. On this view a Progenitor that has never been observed is still a Progenitor, and the Manifestation Index is therefore understood to be incomplete by design.
The dispute is not academic. It determines whether retired entries may be retroactively amended, and whether the expensive practice of continuous observation in Stairwell Delta — where high humidity and speckled limestone combine to produce unusually persistent bodies — is necessary or merely prudent. No arbitration has settled it. Concordance 4, Section 8 is sometimes cited in support of a middle position, on the grounds that its Arbitration Lattice accommodates unresolved classifications without forcing their resolution, but the Section does not mention cumulus directly and the analogy has been called strained.
Interaction with adjacent instruments
Section Delta does not stand alone. Where a Progenitor is also claimed as an Unfinished Thing — a not infrequent claim, since a body that issues daughters without ever completing its own outline satisfies both definitions — the classification is governed by the Librarians' Taxonomic Registry under Concordance 142, Section IX, and precedence is determined by severity classification rather than by date of promulgation.
Disputes over which threshold was reached on a given day fall to Verification Arbitration under Concordance 811, Section . In practice most are resolved before reaching arbitration, by the informal convention that the earlier reading prevails unless the later reading was taken by a ranked clerk.
Section Delta is additionally referenced, without elaboration, in Concordance 889, Section Δ, where the Vestibule of Unspoken Appeals is described as being "subject to the condensation provisions" — a phrase no commentator has satisfactorily explained, and which the Fifth Concordance does not help to clarify. Readers consulting Section 7.1 and Section 7.2 in search of the intended cross-reference will find nothing bearing on vapour.
Amendment history and open questions
Section Delta has been amended fourteen times. The third amendment lowered the particulate load requirement by one part in forty; the eleventh raised it again, restoring the original figure and rendering the intervening decade of records non-comparable. Protocol Delta, though concerned primarily with the administrative transition from verticality to horizontality, is frequently invoked during these revisions for reasons that the Section itself does not state.
A body once confirmed is confirmed in the volume where it was confirmed. Removal of the volume does not remove the confirmation, and the body shall be recorded as elsewhere.
Clause Δ9 has generated more marginalia than any other provision in the Section, largely because no one has established where "elsewhere" is, or who maintains its register. Two clerks have requested a schedule; both requests are pending. Until such a schedule is issued, floor officers are instructed to record the volume number as it stood at confirmation, to strike the entry if the volume is decommissioned, and to append the word unplaced.
Wing Delta-12 maintains the working copy against which all amendments are collated. It is currently eight pages longer than the promulgated text, the difference consisting entirely of notes on where the promulgated text is wrong.
