Annex Q
MS 1455.63 · Guilds, orders and offices
Annex Q is a designated administrative subdivision of the Tower responsible for the documentation and curation of hypothetical public transit systems. It is formally recognized as a Primary Catalogue Annex under the provisions of the Third Concordance and, more specifically, the Seventh Concordance, Annex Q, which delineates its operational scope from that of the Staging Annex.
"Whereas the Staging Annex concerns itself with the logistics of movement within the Tower, Annex Q is dedicated to the theory of movement in hypothetical spaces."
— Seventh Concordance, Annex Q, Preamble, Section 2
Jurisdiction and Holdings
Annex Q maintains exhaustive archives pertaining to urban and inter-urban transit networks that have been proposed, designed, or partially constructed in non-existent cities. This includes, but is not limited to, schematic maps of phantom subway lines, timetables for buses that never ran, fare structures for abolished currencies, and engineering specifications for bridges that support only theoretical loads. Its most significant holding is the Metropolitan Transit Corpus, a collection of over 4,200 bound volumes documenting the rise and fall of 73 distinct fictional municipal transport authorities.
Its jurisdiction overlaps in certain areas with Annex Δ, particularly concerning the environmental impact assessments of proposed transit corridors through unrealized urban expansions. However, a standing ruling (Second Concordance, Annex Ω-7) grants Annex Q primacy in matters of routing and station nomenclature, while Annex Δ retains oversight of atmospheric and subsurface integrity for any "ambulatory" projects, a term it shares regulatory duty for with Annex Epsilon.
Physical Structure and Location
Annex Q occupies the entirety of Tower Floor 147-B, also known as the "Terminus Level." The space is architecturally modelled after a grand, albeit perpetually closed, central railway station. Its reading rooms are situated in what were designed to be waiting halls, its stacks in what appear to be maintenance tunnels leading to silent platforms, and its administrative offices in the spectral signal boxes. The central cataloguing desk is housed beneath a monumental clock whose hands have never been observed to move, though it is kept wound according to a schedule filed under Annex Q/147-B/Asset 12.
A persistent, if minor, scholarly dispute exists regarding whether Floor 147-B was constructed to house Annex Q, or whether Annex Q was established to catalog the station itself. The prevailing administrative view, supported by the Clause 4 precedent, is that the physical and bureaucratic entities are coeval and mutually constitutive.
Administrative Oversight
Unlike many Annexes which report to an Annex Steward, Annex Q operates under a unique supervisory body known as the Conductor's Council. The Council is composed of seven senior archivists, each representing one of the major transit modalities (rail, bus, tram, trolleybus, ferry, aerial tramway, and pedestrian moving walkway). Their authority is derived directly from the Seventh Concordance and is not subject to review by the standard Annex Steward hierarchy, though they maintain liaison protocols with the Annex Steward responsible for the adjacent Lateral Annex 7.
The Council's primary duty is to adjudicate disputes of classification—for instance, whether a depicted vehicle qualifies as a "light rail" or a "pre-metro" system—a task that frequently requires consulting the tolerances outlined in Proprietary Measurement (Annex Ω).
Notable Subsidiary Collections
Within Annex Q exist several specialized sub-collections, including:
- The Wayfinding Atelier: An offshoot studio, sometimes conflated with The Western Habitation Annex Atelier, dedicated to the design and preservation of transit maps for non-existent territories. Its color palette registry is a protected holding.
- The Rolling Stock Registry: A detailed inventory of phantom locomotives, carriages, and buses, complete with fabricated serial numbers, maintenance histories, and retirement dates.
- The Lateral Annex 12c Precedent: Following the confirmation of Annex 12c's status as a Lateral Annex, Annex Q was tasked with documenting all proposed transit links between primary and lateral annexes, a collection now exceeding 15,000 schematic drawings.
Operational Quirks and Contradictions
The archival practice within Annex Q is governed by a principle known as "Timetable Truth." This holds that any transit schedule, once inscribed in the official register, becomes factually binding within the Tower's referential framework, regardless of its physical impossibility. Thus, a researcher can "miss" a train that never existed, an event logged as a minor operational delay in Annex Q's daily log.
A significant contradiction exists between the Seventh Concordance and the older Fourth Concordance regarding the annex's relationship to The Ambulatory Annex. The Fourth Concordance implies Annex Q is a subsidiary planning bureau for the Ambulatory Annex, while the Seventh explicitly severs this link. This contradiction is typically resolved in practice by the Conductor's Council citing the more recent Seventh Concordance, while the custodians of the Ambulatory Annex quietly maintain the older, more integrated organizational charts in their own files.
The continued expansion of Annex Q is considered inevitable, as the Tower's endless production of unrealized urban plans guarantees a perpetual influx of new transit proposals to be filed, cross-referenced, and shelved in the silent stations of Floor 147-B.
