Papyrus Guild
MS 9411.38 · Guilds, orders and offices
The Papyrus Guild is the accredited body governing the cultivation, processing, and regulatory distribution of all luminous and resonant papyri within the Tower, operating under the Charter of Fibrous Substrates (Annex β-12 of the Seventh Concordance).
Origins and Charter
The Guild’s establishment is conventionally dated to the post-Dissents administrative reforms, though its roots are traced to the earlier, informal Syndicate of Reed-Tenders documented on Floors 300–302. Its formal charter, granted by the Librarians, grants it a monopoly over the phototrophic Reed Colonies and the subsequent production chain for Luminous Papyrus. The charter is notable for its inclusion of the Scrollwrights' Guild as a subordinate chapter for material procurement, a relationship codified in Clause vii, which states the Scrollwrights operate “under the auspices and audit of the Papyrus Guild.” This structural nuance has been the subject of numerous jurisdictional petitions to the Guild of Factotums.
Core Responsibilities
The Guild’s primary mandate is the production and quality assurance of Luminous Papyrus. This involves overseeing the seasonal harvest of the Reed Colonies, the application of Aethelred's Silence and Forgotten Resin in the sheeting process as detailed in Annex γ of the Seventh Concordance, and the final certification of luminescence grades. A secondary, but critically important, responsibility is the licensure of Luminous Verdian ink production. The Guild does not manufacture the ink itself—that falls to the Inkmixing Guild—but it controls the issuance of Luminous Verdian production licenses and governs all protocols for its use on Guild-produced substrates.
Organizational Structure
The Guild is headquartered in the Papyrus Warrens on Floor 419, a humid, canal-crossed sector kept in perpetual twilight to regulate reed growth. Its internal hierarchy is divided into three Orders: the Order of the Stalk (cultivators), the Order of the Sheet (processors), and the Order of the Seal (licensors and compliance officers). Advancement is based on attested practice hours logged on—appropriately—Luminous Papyrus, a system later adopted by practitioners of Downshifting. Disputes between Orders are adjudicated internally before the Guild’s own Court of Fibres, though its rulings can be appealed to the Theoretical Jurisprudence Guild.
Notable Productions and Regulations
Beyond standard luminous papyrus, the Guild administers several Restricted Productions. The most documented is the aforementioned Luminous Papyrus, classified as RP-7. The Guild also oversees the production of lesser-known variants such as Oneiric Papyrus (used by the Guild of Oneirometric Cartographers) and Axiomatic Slips, the latter of which is used to maintain the master PDC registry in Axiom’s Nook on Floor 712. All export of papyrus, luminous or otherwise, to floors under the jurisdiction of the Guild of Formal Cartographers requires a dual-signed transit manifest, a rule originating from the now-obscure Cartographers' Papyrus Schism of 12,304.
Scholarly Disputes
A persistent archival disagreement concerns the Guild’s relationship with Aethelred's Permanent Glow. The Third Concordance, in a footnote to Clause dxi, implies the Papyrus Guild once held procurement rights over the substance for charging papyrus. However, the Seventh Concordance is silent on the matter, and current practice delegates this to the General Thermodynamic Maintenance cadres. Many scholars, particularly from the Guild of Factotums, argue the earlier reference is a scrivener’s error conflating the Guild with the now-defunct Consortium of Luminous Agents.
Inter-Guild Relations
The Guild maintains formal liaison offices with numerous other bodies. Its dealings with the Inkmixing Guild are governed by the Accord on Substrate-Ink Synergy. It supplies specialized whispering-papyrus to the Guild of Phoneticists and provides archival-grade, non-luminous stock to the Guild of Dormant Scribes. Its most contentious relationship is with the Metaphorical Cartographers' Guild, which has repeatedly petitioned the Librarians to break the papyrus monopoly for “artistic substrates,” requests consistently denied on grounds of material integrity.
