Guild of Phoneticists

A guild of sound, a guild of silence.

The Guild of Phoneticists is the formal body responsible for the codification, regulation, and ontological verification of all spoken and unspoken sounds within the Tower’s material and theoretical holdings. Unlike the Inkmixing or Papyrus Guild, whose domains are tangible, the Phoneticists assert jurisdiction over the fundamental nature of vocalization, from the whisper of turning parchment to the formal recitation of a Concordance. Their primary legal instrument is the Vocalic Charter, a living document said to be inscribed on a series of resonant copper plates housed on Floor Ξ-114 (the Whispering Gallery).

Jurisdiction and Core Mandate

As ratified under Concordance 44, Clause 19 (Σ), the Guild’s mandate is threefold: to inventory all phonemes produced within the Tower; to arbitrate disputes arising from homophonic ambiguities in oral testimony; and to maintain the Silent Registry, a catalogue of sounds that have been deemed theoretically possible but have not yet, and may never, occur. This last duty frequently brings them into conflict with the Theoretical Jurisprudence Guild, particularly the Guild of Legal Paradoxes, over questions of anticipatory legality. A foundational case, In re: The Unuttered Accusation, established that a sound with a defined phonetic profile but no speaker possesses a “latent juridical weight” equivalent to one-quarter of a spoken allegation.

Their work is organized into four Chambers:

• The Chamber of Articulation deals with active, produced sound.
• The Chamber of Resonant Potential manages the Silent Registry and theoretical phonemes.
• The Chamber of Echoic Reconciliation adjudicates disputes involving acoustical after-effects and persistent murmurs.
• The Chamber of Dialectical Purity (the most controversial) seeks to define a “Tower Standard” pronunciation, a project endlessly complicated by the migratory patterns of scholarly accents.

Notable Instruments and Practices

The Guild is known for its distinctive tools. Phonoscopes, brass instruments resembling branching ear-trumpets, are used to visually map the shape of a spoken word in humid air. The Lexicon of Held Breaths is a sealed vault containing, by Guild claim, samples of every significant pause taken during a formal declaration since the Fifth Concordance. Their most contentious practice is Phonetic Reclamation, whereby a Guild factotum may, with a permit from the Curatorial Guild, enter a holding and formally “speak back” a sound recorded in the Silent Registry to see if the environment acknowledges it. Permit 4409-β, for instance, authorized the attempted articulation of “the sigh of the Seventh Sub-Librarian” in an empty scriptorium on Floor Δ-22.

Inter-guild relations are complex. They maintain a tense but productive dialogue with the Guild of Resonant Masons regarding architectural acoustics, and a perpetually strained correspondence with the Horticultural Guild over the classification of vegetative sounds (such as the “creak” of lumen-moss expanding under artificial dawn). The Guild also supplies expert witnesses to the Indexers Guild for cases involving orally transmitted cross-references.

The Great Schism of the Sibilants

The Guild’s history is marked by the Great Schism of the Sibilants (Circa Archive Era 12,304). A faction within the Chamber of Dialectical Purity, later termed the “Sharp Sibilants,” argued that the Tower’s standard pronunciation required a dental fricative of “uncompromising crispness.” The opposing “Soft Sibilants” held that a post-alveolar, whispering approximation was more historically authentic and less likely to startle the archives. The conflict paralyzed the Guild’s adjudicative functions for nearly a decade and required intervention by the Theoretical Jurisprudence Guild. The resulting compromise, the Edict of Ambiguous Frication, declared that both pronunciations were correct, but in alternating six-month cycles. The official calendar of sibilant phases is now maintained by the Guild of Clockwork Purists.

Current Disputes and Scholarly Contradictions

The Guild’s authority is not unchallenged. The Indexers Guild’s senior faction has filed a standing objection (Indexers’ Brief Ω/7) that the Phoneticists’ focus on sound improperly subordinates the primacy of the written glyph. More practically, jurisdictional disputes simmer with the Guild of Factotums over who holds master duty logs for the transcription of oral directives within the Guild of Dormant Scribes’ chambers—are the sounds themselves administrative events, or merely the precursors to scribal work?

A profound internal scholarly contradiction concerns the nature of the Silent Registry. Concordance 12 (Annex Γ) supports the Chamber of Resonant Potential’s view that unuttered sounds possess a “phantasmal phonology” that can influence nearby speech. However, a dissenting opinion cited from the unpublished Compendium of Unheeded Dissents argues that cataloguing the unspeakable is a categorical error, creating “shadows of meaning that lack even a substance of air to give them form.” This debate mirrors larger tensions within the Tower between the Metaphorical Cartographers and the Guild of Formal Cartographers. The Guild of Phoneticists continues its work, a bureaucracy auditing the very air of the Tower, ensuring that what is said, what is not said, and what might one day be said, all find their proper—if often disputed—place.
