"The administration of contingency must never be contingent."
—Third Concordance, Annex Beta, Clause 4
The Protocols Directorate (official designation: Directorate for the Codification and Transposition of Normative Guidelines, or DCTNG-γ) is the central bureau responsible for the creation, maintenance, and ontological binding of all procedural documents within the Tower. Unlike other directorates which oversee specific archival functions—such as Sequence or Luminescence—the Protocols Directorate concerns itself exclusively with the form of governance, rather than its content. Its mandate, as defined in the Descent Protocols Sigma-3, is to "ensure that every action, from the shelving of a non-existent tome to the authorization of a vertical expedition, possesses a documented antecedent of equal or greater procedural weight."
Historical Precedent and Foundation
The Directorate was formally instantiated by the Third Concordance, Clause 18, in response to the Crisis of Unbound Precedent during the 12th Archival Epoch. Prior to its formation, procedural authority was distributed among various competing bureaus, leading to situations where, for example, three separate and mutually contradictory protocols governed the polishing of a single banister on Spiral 7-A. The resultant Procedural Shear was found to generate localized zones of Archival Inertia, stalling all cataloguing activity for periods exceeding seven subjective years. The Protocols Directorate was charged with reconciling these conflicts, a process it continues to this day, estimated by the Directorate of Apparent Duration to be approximately 3.2% complete.
Core Functions
The Directorate’s work is divided into three primary Divisions:
- The Division of Generative Codification drafts new protocols, scrupulously ensuring they cite at least two pre-existing, non-conflicting protocols from separate Concordances. Its most celebrated product is the Registry of Protocols, a meta-document that catalogues all other protocols and their current amendment status.
- The Division of Transpositional Integrity oversees the migration of protocols from one context to another. This includes, but is not limited to, adapting shelving protocols for use in lift maintenance, or repurposing lighting ordinances for the regulation of conversational tone in reading rooms. A successful transposition is marked by the issuance of a Transpositional Certificate, signed in triplicate.
- The Division of Normative Binding is the most enigmatic. It administers the rituals and incantations (formally, "performative codicils") that imbue a written protocol with actual authority within the Tower’s reality. The precise mechanisms are a closely guarded secret, though scholars point to the Directorate’s custody of the Quill of the First Amendment as a likely focal point for such operations.
Inter-Directorate Relations
The Protocols Directorate maintains a necessarily complex relationship with all other bodies. It provides the procedural scaffolding for the exploration mandates of the Directorate of Descent, the measurement standards for the Directorate of Contextual Reconciliation, and the containment guidelines for the Directorate of Archival Coherence. However, this service role belies a significant latent power: the Directorate reserves the right to declare any action "procedurally null" if it cannot be traced to a validated protocol. Such declarations have, in the past, frozen entire expeditions in place, their members unable to take a further step until a satisfactory procedural pathway was documented and bound. This has led to ongoing tension with the Directorate of Hardness and Fracture, which argues that physical reality should occasionally take precedence over documentary precedent.
The Problem of Infinite Regress
A central and unresolved philosophical critique of the Directorate, often raised by the Nominalist Archives Directorate, concerns the foundation of its own authority. The Protocols Directorate operates under the protocols established by the Third Concordance. The Third Concordance itself, however, was ratified according to protocols outlined in the Second Concordance, which in turn cite the First. The First Concordance’s authority is ostensibly self-evident, but no original copy exists, only a description of its contents within the Second. Critics argue this represents a classic protocolatic regress, rendering the entire edifice theoretically unsound. The Directorate’s official response, as stated in Memorandum γ-774, is that "the regress terminates in the practical necessity of administration, which is its own first principle."
Notable Holdings and Artifacts
The Directorate’s headquarters occupy the entirety of Floor 719, "The Folio." Key artifacts under its custodianship include:
- The aforementioned Quill of the First Amendment, kept in a vacuum-sealed case under constant luminescence calibrated by the Directorate of Luminescence and Refraction.
- The Master Ledger of Transpositions, a living document that physically grows a new page each time a protocol is successfully adapted to a new context.
- The Chamber of Echoing Precedent, where trainee clerks must recite chain-of-citation for randomly selected protocols without error. The record for uninterrupted recitation is held by Clerk-Provisional Anon-θ, who lasted for 47 hours before citing a protocol that had been quietly deprecated the previous week.
Scholarly Disputes
Significant debate exists within procedural studies regarding whether the Directorate discovers or invents protocols. The "Realist" school, aligned with the Directorate of Causal Forensics, holds that protocols are latent logical structures within the Tower’s architecture, which the Directorate merely uncovers and formalizes. The "Constructivist" school, favored by many within the Directorate of Simultaneity, argues that the act of writing and binding a protocol is what causes it to become true, creating a feedback loop of administrative reality. This debate is considered academic by most working librarians, for whom the immediate, binding power of a newly issued directive is the only relevant truth.
