Transposition Authority

MS 9063.77 · Practices and doctrines

Transposition Authority is the standing power, held jointly and disputed daily, to declare that a thing has been moved when no one can demonstrate that it has. It is not an office, a floor, or a document, though it has been mistaken for all three. The Librarians recognise it as a faculty of the archive itself, exercised by whoever is presently holding the relevant seal, and withdrawn the moment the seal is set down. The Third Concordance treats it in Clause 18, Subsection Gamma as a precondition rather than a permission; Concordance 71, Clause Δ treats it as a permission rather than a precondition. Both are in force.

Practically, Transposition Authority governs the interval between the announcement of a move and the arrival of anything at the other end. Holders are expected to file a Transposition Log entry within the same shift. Most do. The logs at the Bureau of Latent Cartography contain the remainder.

Origin and the Gamma Recension

The Authority is conventionally dated to the Transposition of the Somatic Aquifers, when the aquifers were declared moved some eleven days before the water agreed. The clerks who drafted the enabling language were not, by their own account, attempting to create a durable power; they required a formula that would let the paperwork proceed while the aquifers were still in transit. The Gamma recension of Third Concordance, Annex 4 preserves the formula and adds the sentence on which the whole subsequent jurisprudence rests:

"A transposition announced is a transposition begun, and no further attestation shall be required of the announcer until such time as the announcer is asked."

— Third Concordance, Annex 4 (Gamma recension)

The difficulty is the final clause. Nobody in the Tower has established who is entitled to ask. The Office of Dimensional Integrity asserts that it is; the Lateralist School has never conceded this and conducts its floor work on the assumption that no one is.

Exercise during the Great Transposition

The Authority was exercised at scale during the Great Transposition of Floor 70,203. The Office of Dimensional Integrity held oversight, the Lateralist School managed the procedure at floor level, and final approval rested with the Office of Archival Integrity after a seven-decade review. At no point in those seven decades was the Authority formally conferred; it was simply not challenged, which the Office of Dimensional Integrity later recorded as equivalent.

The floor work produced the phenomenon now catalogued as Clerk Aris's contradictory memories, a documented side effect of prolonged exposure to an unresolved transposition. Clerk Aris attested that the eastern stairwell had both been moved and not been moved, and gave floor plans supporting each account. The Authority does not require that these be reconciled. It requires only that they be filed, which they were, in a single folder.

Dispute between offices

The principal scholarly disagreement concerns whether Transposition Authority is delegable. Conditional Authority permits delegation where the delegate is named in writing and stands within sight of the original holder. Provisional Authority Transfer permits it where the holder is absent, incapacitated, or "otherwise engaged in a manner the Tower declines to specify." The two instruments have never been harmonised, and the Protocols Directorate — formally the Directorate for the Codification and Transposition of Normative Guidelines — has declined four times to rule, on the grounds that a ruling would settle the question.

The practical consequence is visible on the Migratory Transit routes, where a single announcement may be witnessed by three clerks each holding a different instrument and none holding the seal. Transit proceeds. No one can say under whose authority it proceeded, so the Sphygmomanometer of Authority is consulted, and its reading is entered into the log without interpretation.

Recorded anomalies

Anomalies cluster around the exercise of Authority by persons who did not know they held it. In the winter of the year the Tower records as 4,411 after the Sealing of the Stacks, a sub-archivist on Floor 70,203 announced a minor rearrangement of shelving in order to clear a passage. The rearrangement was subsequently found to have affected The Bay of Transposed Glyphs on a floor she had never visited and could not locate on any plan.

Similar cases are held under Syntactic Inversion and, where the announcement was made aloud, under the general heading of Inversion Event. The Chamber of Echoic Reconciliation receives them for echoic review. The Lateralist School maintains that these are not anomalies at all but ordinary exercise, and that the Office's insistence on a named holder is a fiction maintained to keep the registers short.

Maintenance and standing instructions

The Authority is not stored anywhere. It is generally understood to reside in the seal, and the seals are kept in a cupboard on Floor 70,203 that has been moved twice and located once. The standing instruction posted inside its door, in the hand of an archivist identified only by an initial, reads in full:

  • Return the seal to the second shelf, not the first. The first shelf is not load-bearing.

This instruction is the only text in the Tower that all parties to the dispute accept without amendment. The Transposition of the Somatic Aquifers is cited against it annually and annually fails to displace it.

Current status

Transposition Authority remains in force and remains unallocated. The Museum of Absurd Authority holds a glass case in which the seal is displayed when not in use, and the case has been empty for sixty-one years without any recorded interruption to procedure. The Lateralist School cites the empty case as proof of its position. The Office of Dimensional Integrity cites it as proof that the seal is elsewhere. Requests to inspect the cupboard may be made in writing; the cupboard is in a corridor the Incident of the Shifting Stacks has since removed from the numbering.
