Chamber of Echoic Reconciliation
MS 4563.94 · Guilds, orders and offices
The Chamber of Echoic Reconciliation is a standing tribunal of the Tower, constituted to adjudicate disputes arising from the transposition of Echoic Imprints and the classification of residual acoustic phenomena. It sits in permanent session on Floor 1,146, in the Hall of Soft Returns, and hears roughly nine hundred matters per calendar cycle. Unlike the Bureau of Conceptual Reconciliation, which is advisory, the Chamber issues binding rulings, and its determinations are entered without further review into the Register of Echoic Phenomena. Its jurisdiction is frequently described in Librarian memoranda as "narrow in doctrine and wide in practice," a formulation the Chamber has never repudiated.
Constitution and mandate
The Chamber was established by Concordance 45, which delegated to it the registration and adjudication of Coincidental Resonances. Its founding instrument is brief to the point of ambiguity: three clauses enumerate the Chamber's officers, one assigns it a seal, and the remainder — eleven clauses of fourteen — concerns the storage of its records in the Registry of Echoic Precedent, western wing of Floor 441. This disproportion has been the subject of sustained comment. The Office of Procedural Reconciliation notes, in its standing memorandum on tribunal charters, that "a chamber whose enabling text is chiefly about shelving may reasonably be expected to develop its doctrine from the shelving outward." The Chamber has done so.
Its mandate is threefold: to determine whether a given transposition constitutes a Type 1: Concordant Reconciliation, to order the segregation of imprints whose degradation has exceeded tolerance, and to certify the ordinary decay of a recording into the resonant signature of an unrelated recording as, in the Chamber's language, "a lawful outcome and not an aberration." The third of these is the Chamber's most-cited function and the least controversial, at least in principle.
Procedure
Proceedings follow the form prescribed for all tribunals of acoustic concern. A petition is lodged; the Chamber assigns a Listening Clerk; the Clerk prepares a resonant abstract, ordinarily between forty and ninety minutes of compressed acoustics; and the abstract is heard in closed session before a panel of three. Panel composition is governed by HIC Directive 012, which requires that no two members of a panel share a floor of residence.
Rulings take the form of a Binding Chronological Edict (BCE), prescribing Reconciliation, Segregation, or Redaction. Redaction is rare; the Chamber has ordered it eleven times since its founding, and each instance was subsequently appealed to the Chamber of Acoustic Purity, which affirmed seven. Parties dissatisfied with a BCE may petition the Subbureau of Temporal Reconciliation where the dispute concerns the dating of the imprint's origin rather than its content — a distinction that has generated more procedural controversy than the substantive questions it was meant to clarify.
The Chamber observes a weekly Reconciliation Hour at which previously sealed abstracts are replayed to the public galleries. Attendance is open to all bearers of a valid floor passport, though the galleries seat only sixty.
Relationship to the Order of the Listener's Respite
During a declared Respite, the Chamber's jurisdiction is suspended and supervision of imprints passes to the Order of the Listener's Respite. The Manual of Echoic Stewardship, 4th ed., extends protection to members of the Order during these intervals and assigns them duties of spectral dusting and the monitoring of resonance pressure gauges. The Chamber has ruled, twice and without elaboration, that a Respite does not toll the deadline for lodging an appeal — a position the Order has formally contested in a letter the Chamber acknowledges having received.
Doctrinal disputes
The Chamber's principal doctrinal difficulty concerns the maintenance of Echoic Integrity, a principle established in The Case of the Receding Reference and elaborated in In re: The Spectral Folio of Floor 4,112. The Chamber holds that integrity is a property of the imprint's originating transaction and is therefore destroyed, not merely altered, by cross-spectral transposition. The Bureau of Dimensional Reconciliation holds the contrary: that integrity inheres in the resonance itself and is preserved through transposition intact. Both positions are argued from the same clause of Concordance 45, which is silent on the point.
A second dispute concerns the status of Silent Reconciliation, the procedure by which an imprint may be reconciled without being heard. The Chamber permits it only where the petitioner has filed a certificate of irreconcilable momentum, a document whose form is fixed by the Chamber of Deferred Judgement Bodycertificate of Irreconcilable Momentum. Critics within the Chamber of Onomastic Reconciliation object that the certificate's name has never been regularized, and that a tribunal which cannot name its own instruments reliably should not be trusted to name the outcomes of its cases.
Criticism and review
The Proposal for Unified Chamber Theory, submitted by the Bureau of Conceptual Reconciliation in the current cycle, would consolidate the Chamber's functions with those of Theoretical Reconciliation under a single Reconciliation Gauge. The Chamber has not endorsed the proposal, observing in its annual report that "the gauge measures what is measurable, and what is measurable here is chiefly the gauge." It has nonetheless adopted the gauge's calibration standard for internal use.
The Office of Procedural Reconciliation audits the Chamber's docket each fourth cycle. The most recent audit found the Chamber's decisions consistent and its filing irregular, noting that a substantial minority of rulings are recorded on the reverse of earlier rulings and that the Hall of Amended Intent holds at least fourteen edicts whose operative clause is legible only under a particular lamp. The Chamber has accepted the finding and taken no corrective action.
"The Chamber does not undertake to explain the acoustics of the Tower. It undertakes to decide, and to decide quickly, and to shelve the decision where it can be found."
