Transposition of the Somatic Aquifers

MS 0374.36 · Events and incidents

The Transposition of the Somatic Aquifers (Y98 SCE) was a seventeen-day operation to relocate the core collection of Somatic Aquifers from the initial discovery annex on Floor 710, The Pending Stacks, to the purpose-built archival complex now known as The Somatic Stacks. It is conventionally dated as the origin of the Transposition Authority, the body constituted to oversee the movement and subsequently retained, in a reduced capacity, to oversee everything else. The operation is cited in most standard recensions as the first major physical relocation of catalogued Somatic material, and in several of the more quarrelsome ones as the only one that was ever finished on time.

Background

Somatic Aquifers had been held at Floor 710 since their first registration under Somatic Cartography, a discipline that was at the time only eleven years old and still arguing with itself about whether a reservoir could be said to have a floor address at all. The annex was not designed for permanence. It had been a sorting hall for geological specimens, and its shelving was rated to sixty-eight stone per bay, a figure that proved optimistic once the first deep aquifers arrived.

By Y96 SCE the annex held four hundred and twelve registered reservoirs and a further sixty-one awaiting classification, several of which were leaking. The Somatic Codex records the complaint of the duty clerk, Halvard Meen of the Fourth Scriptorium, who petitioned for relocation on the grounds that the annex "smells of grief at all hours, and the third bay has begun to hum." Meen's petition was refused twice and granted on the third occasion, apparently because the granting officer mistook it for a different document.

Authority and Execution

The movement was formally executed under the authority of the Third Concordance, Clause 18, Subsection Gamma, which permits the relocation of any catalogued formation whose continued storage "imperils the structural or emotional integrity of the floor on which it rests." The clause had been drafted some forty years earlier for an unrelated purpose and had never been invoked. Its invocation in Y98 SCE was contested at the time and remains contested.

Work began on the eleventh day of the second quarter and concluded seventeen days later, on the twenty-eighth. The route ran by way of the service stair between Floors 710 and 704, then through the freight gallery to the Somatic Stacks, and required the temporary closure of the stair to all traffic. Three hundred and ninety-eight reservoirs were moved in sealed carriers of standard pattern; the remaining fourteen were judged too volatile for transport and were decanted on the spot into the carriers of a second pattern, which had to be requisitioned from Floor 70,203 and arrived four days late.

Extract from the carrier ledger, ninth day. The last three entries are recorded in a different hand and are initialled H.M.

Dispute over the Figure of Seventeen Days

The duration is given as seventeen days in the Third Concordance's own recension and in the Somatic Codex, but the Transposition Authority's founding instrument gives sixteen, counting only the days on which carriers were in motion. A third figure, nineteen, appears in the Annex of Returns prepared by the Fourth Scriptorium, which counts the four days of requisition delay and excludes the day of the closing survey on the grounds that "nothing was moved on it except paper."

The discrepancy has never been resolved and is now regarded as settled by exhaustion. The most recent amendment to the Authority's standing orders declines to give a figure at all, referring instead to "the duration recorded in the relevant instruments," a formulation that has been praised for its economy and criticised for the same reason.

"The movement took seventeen days. Any clerk who says otherwise is counting something, and counting is not moving."

Consequences

The Somatic Stacks were occupied before they were finished. The complex had been designed with two hundred bays; the Transposition filled two hundred and sixty-three, and the overflow was accommodated by narrowing the central aisle to a width that the Somatic Cartography office later ruled non-compliant, then re-ruled compliant after the ruling was appealed. The narrow aisle remains in use. Visitors are asked not to carry open flame through it, and not to pause.

The operation also established the precedent, much cited and never codified, that a formation may be moved without first being fully classified. Sixty-one reservoirs arrived at the Stacks in Y98 SCE still bearing provisional designations; as of the last survey, forty-four of them still do. The Transposition Authority has repeatedly declined to take responsibility for this, noting that classification is a matter for Somatic Cartography and that the Authority's concern is transport, not taxonomy.

The Emotional Fossils recovered from the annex floor after the move — eleven fragments, all attributed to the leaking reservoirs — were registered separately and are not considered part of the Transposition proper, though they are stored in the same complex and are frequently mistaken for it in the popular indexes.

Commemoration

The eleventh day of the second quarter is observed in the Stacks as Transposition Day, though the observance is minimal: the carriers are counted, the ledger is read aloud from the ninth-day page, and the aisle is swept. Attendance is not recorded. Since Y134 SCE the reading has been performed by whoever is nearest the ledger at the hour, a practice introduced after the appointed reader failed to arrive for four consecutive years.
