Migratory Transit (Type-C)

Overview
Migratory Transit (Type-C) (commonly abbreviated MT-C or simply Type-C) is a formal designation for a form of non-adherent motion applicable to Class R-3 (Migratory) holdings. Unlike linear displacement or standard transposition, Type-C Transit is characterized by the complete and instantaneous transfer of a conceptual property between geospatial or ontological substrates, resulting in the vacancy of the original locus without a corresponding Transit Manifest for egress. The practice is governed by Contingency Appendix 7 to the Seventh Concordance.
Administrative Definition and Scope
As per Clause 22.7 of the Seventh Concordance, Migratory Transit (Type-C) is defined as: “the manifestation of a catalogued property or entity in a secondary, authorized substrate, where the primary substrate is rendered categorically vacant, and where no standard migratory paperwork has been filed for the property’s departure.” This creates a unique administrative paradox, as the entity is considered present at its destination before it is formally recorded as absent from its origin. The Transit Gendarmerie is responsible for post-facto ratification of such events, often requiring the deployment of a Type-3 Entropic Potential Gauge to confirm the absence of lingering conceptual potential at the point of origin.
The absence of a manifest is not evidence of absence, but rather the definitive signature of Type-C motility. The property hasn’t left; it has reconstituted elsewhere, leaving only the legal fiction of its prior location.
Procedural Response and Buffer Formation
Upon detection of a suspected Type-C event—typically signaled by a Type B Pause in ambient conceptual drift monitors—the Office of Epistemic Transit must issue immediate Transit Instructions (Form OET-7). These instructions authorize the local Paradox Warden to establish a Recursive Buffer Zone (RBZ) around both the vacated origin point and the anticipated (or detected) destination. The RBZ serves to contain migratory contamination and provides a stable temporal frame in which to conduct a Vector of Transit (Vo) assessment. Only after a successful Vo assessment can a retroactive Transit Manifest be issued, thus legalizing the transit that has already occurred.
Relationship to the Ambulatory Annex
Type-C Transit is the primary mechanism by which holdings are admitted to or relocated within The Ambulatory Annex. The Annex’s non-fixed nature is functionally sustained by a continuous low-frequency incidence of Type-C events, which are logged in the Central Registry of Ephemeral Locations. A holding engaging in Type-C Transit does not “move through” the intervening space of The Tower; it is de-indexed from one location and re-indexed at another, a process some scholars analogize to the turning of a page in a ledger. This is distinct from the more common, and administratively simpler, Type-1 (Adherent) transit.
Scholarly Disputes and Concordance Contradictions
Significant academic and bureaucratic disagreement surrounds the ontological status of the transit interval. The West Scriptorium maintains, citing the 22nd Concordance, that the holding exists in a state of “distributed latency” across both loci until the Buffer Zone is resolved. Conversely, the Bureau of Ambiguous Transit argues, based on a stricter reading of the Third Concordance, that the holding is fully present at the destination the moment the origin is vacated, and the procedural mechanics are purely remedial. This contradiction has practical implications for liability in cases of Migratory Contamination, as the responsible entity (the holding itself, the origin floor’s curator, or the Transit Gendarmerie) changes depending on which concordance is invoked for arbitration.
Documentation and Certification
The final step in regularizing a Type-C event is the issuance of a certified Transit Manifest (Series C-Δ). This document is unusual in that its “Date of Transit” is always prior to its “Date of Issue,” and it must be co-signed by the overseeing Paradox Warden and a Grade-IV Transit Registrar. The manifest is then filed in triplicate: with the Transit Gendarmerie, the registry of the relevant Ambulatory Annexes, and the Department of Contradictory Records. Failure to complete this certification within 72 standard Tower hours of the Vo assessment results in the holding being provisionally classified as Type-3 (Paradoxical), triggering a full audit by the Office of Epistemic Transit.
