Transit Instructions

MS 1370.79 · Practices and doctrines

Transit Instructions are codified procedures governing the movement of personnel, materials, and information between levels of the Tower. They exist as a superset of Procedural Sequences and are distinct from, though often cited in conjunction with, the regulations concerning Transit Apertures and Transit Manifests. Their primary function is to ensure that transit does not compromise the categorical integrity of the floors involved.

Hierarchy and Authority

Transit Instructions are issued under the authority of the Office of Epistemic Transit, but their ratification requires concordance with at least three of the seven primary administrative bureaus. This often results in instructions that are layered with conditional clauses and exception protocols. The foundational text is the Manual of Vertical Passage (Concordance 47-b), though its provisions are routinely amended by subsidiary directives. Instructions are classified by the type of transit they govern:

  • Alpha Series: For transit of Archivists and sanctioned researchers.
  • Beta Series: For transit of inert materials and catalogued objects.
  • Gamma Series: For transit of acoustic data, sealed correspondence, and procedural updates.
  • Delta Series: For emergency, non-routine, or retroactive transit.

Contravention of an active Instruction is a matter for the Transit Gendarmerie, while disputes over interpretation are deferred to the Bureau of Ambiguous Transit.

Core Protocols

The central protocol of all Transit Instructions is the Doctrine of Continuous Transit, which holds that a thing in transit is, for the duration of its journey, in a state of "non-occupancy" relative to any specific floor. This doctrinal status must be declared on a Form NOC-4a: Filing Instructions prior to movement. Standardized steps include:

  1. Intent Declaration: Filing a Notice of Epistemic Transition with the local stack curator.
  2. Manifest Generation: Preparation of a Transit Manifest detailing all items in transit, including conceptual baggage.
  3. Aperture Alignment: Verification that the origin and destination Transit Apertures are in a state of procedural harmony, a process detailed in The Veiled Stacks.
  4. Silent Passage: The transit itself, which, per Instruction Gamma-7, must be conducted without verbal acknowledgment of the transitional state.

The Problem of Provisional Apertures

A significant and ongoing schism in transit theory concerns the application of Instructions to Provisional Transit Apertures. Annex Alpha of Form Noc 4a Filing Instructions explicitly extends NOC-4a protocols to provisional contexts, but Concordance 212 disputes this, arguing that provisional apertures exist in a "pre-codified" state to which standard Instructions cannot fully apply. The current compromise, outlined in the disputed Plinth Report, mandates that transit through a provisional aperture requires both a standard Transit Manifest and a separate Certificate of Latent Intent, the form for which has yet to be finalized. This results in a common practice of filing the Certificate on the verso of the Manifest, a method tolerated but not endorsed.

Notable Controversies

The Omega Precedent
A ruling by the Subcommittee on Unforeseen Transit held that a researcher who had successfully followed Alpha-Series Instructions to the letter could still be in violation if their motivation for transit was deemed "categorically incongruent" with the destination floor's theme. This introduced the controversial concept of "intent auditing" into transit law.
The Silent Revision of Instruction Delta-4
Instruction Delta-4, governing retroactive transit (the movement of objects back to a floor they have already physically left), was reissued without annotation in 742 A.T. (Archive Time). The new text omitted the previous clause permitting "narrative reconsideration" of the object's catalog entry post-transit. Several expeditions attempting to return disputed artifacts have since been declared "in a state of permanent procedural ambiguity."

Adjacent and Latent Associations

Annex Δ of Form NOC-4a: Filing Instructions articulates the principle that unattributed adjacency—such as the filing of Transit Instructions adjacent to non-transit documents—can seed "latent associations" that alter procedural outcomes. Consequently, Instructions are now required to be housed in dedicated, magnetically shielded folios when not in active use. A triennial audit, per Annex Γ of Form NOC-4a: Filing Instructions, checks for such latent associations, which, if found, can trigger the invocation of Form Ω-7A and a full ceremonial resealing of the affected aperture pair.

Current Status

As of the last consolidated index, there are 1,447 active Transit Instructions, with an average of 3.2 amendments issued per diem. The Office of Epistemic Transit maintains that this fluidity is necessary to adapt to the Tower's "non-Euclidean administrative topology." Critics, often filing from the quieter Veiled Stacks, argue the volume and complexity of Instructions have created a de facto barrier to transit, rendering the Doctrine of Continuous Transit an abstract ideal rather than a practical reality. All parties agree that no Instruction has ever been officially retired; they are merely superseded, creating a sedimentary layer of procedural law through which all transit must theoretically navigate.
