Provisional Transit Apertures

MS 8587.04 · Practices and doctrines

A Provisional Transit Aperture is an opening designated for the movement of personnel or material between non-contiguous points within the Tower, which has been registered with the Central Registry but has not yet undergone the full ratification process required for a permanent Transit Aperture classification. It exists in a state of administrative and ontological limbo, permissible for use under strict protocol while its final properties—including its assigned Spiral, terminus points, and dimensional stability—are being determined.

Designation and Marking

Upon registration, a Provisional Transit Aperture is assigned a Provisional Designation (e.g., Ψ-4492-Alpha) and is marked with the Provisional Sigil (Ψ), affixed to its lintel by the Central Registry. This sigil serves as both a license for provisional use and a public notice of its unratified status. The designation and all related documentation are logged with the Vestibule of Provisional Tenancy, which maintains the master ledger and review schedule. Per clause 12 of the Seventh Concordance, the Ψ-sigil must be illuminated at all times by a certified lumen-bulb; failure to maintain illumination for more than 72 consecutive hours is grounds for immediate de-registration under Ordinance of Cessation 73-C.

Jurisdiction and Protocols

Operational authority over a Provisional Transit Aperture falls to The Aperture of Provisional Protocols, a bureau whose functional jurisdiction supersedes the standard governance of the floor on which the aperture is physically located. This arrangement, detailed in Annex D of the Third Concordance, is designed to prevent local bureaucratic interference in the calibration process. All transit must be accompanied by a Transit Manifest issued by the Bureau of Ambiguous Transit, which assumes liability for any "ontological spillage or temporal misalignment" occurring during provisional use. The manifests themselves are filed as Provisional Protocol Summaries until the aperture is either ratified or sealed.

The Review and Ratification Process

The provisional status is not intended to be permanent. A review board, composed of representatives from the Central Registry, the Architects' Guild, and the Transit Gendarmerie, conducts a series of evaluations outlined in the Stairwell Calibration Ordinance 44-E. These evaluations assess the aperture's consistency, its fidelity to declared endpoints, and its compliance with dimensional tolerances. A successful review culminates in Provisional Ratification, where the aperture is assigned a permanent Spiral number, the Ψ-sigil is removed, and its entry in the Vestibule of Provisional Tenancy is closed. The entire process, from registration to ratification, is nominally required to conclude within 18 months, though appeals and recalibrations frequently extend this period indefinitely.

Contested Classifications

Significant scholarly and bureaucratic disagreement exists regarding the classification of Provisional Transit Apertures that facilitate vertical movement. The Custodians of the Vertical argue that any aperture connecting non-adjacent floors falls under their purview and must be calibrated according to vertical-specific metrics, irrespective of its provisional status. Conversely, the Aperture of Provisional Protocols maintains that the provisional designation creates a unique administrative category that temporarily nullifies traditional typologies. This dispute is often cited in appeals, leading to a well-documented corpus of conflicting precedent. The most famous case, In re Aperture Ψ-117-Beta

Risks and Anomalies

Use of a Provisional Transit Aperture carries inherent risks not associated with permanent apertures. The most common is "destination drift," where the terminus point fluctuates within a defined radius of the intended target. More severe failures can result in conditions described in Plinth Report 44-12, including partial inversion of Dimensional Calibration or, in extreme cases, triggering an Aperture Storm. All transit through a provisional aperture requires the filing of a Form L-29 "Manifest of Arrival" at the destination to confirm successful passage and to log any discrepancies; failure to file this form within one hour of transit initiates a missing-person protocol.

Decommissioning

If an aperture fails its review, demonstrates instability, or remains inactive for a period exceeding twenty-four months, the Ordinance of Cessation 73-C is invoked. The decommissioning process involves a ceremonial sealing conducted by the Architects' Guild, the removal of all administrative records from the Vestibule of Provisional Tenancy, and the physical mortaring of the opening. Notably, the Ψ-sigil is never removed during decommissioning; it is entombed behind the seal, a practice meant to signify that the potential for transit persists, but is now formally forbidden.
