Provisional Aperture

MS 1608.84 · Practices and doctrines

Provisional Aperture denotes any transit opening established under temporary authorisation within the Tower and not yet subject to final Provisional Ratification. Provisional Apertures are administered in the first instance by the Aperture of Provisional Protocols and recorded thereafter at the Provisional Aperture Registry, pending resolution of their standing. The category includes doorways, shafts, and recessed niches whose use is permitted for a fixed term or until a stated condition is met.

Statutory Basis

The authorisation of a Provisional Aperture derives from the Seventeen Provisional Protocols, drafted after the Gamma Aperture Incident and amended by the Second Concordance, Annex Ω-7. Formal recognition of a Transit Aperture is contingent upon its ratification by the Aperture of Provisional Protocols, and until such ratification the opening is held to be provisional rather than operative. The Delta Aperture Curators' Guild has long maintained that this distinction is nominal on floors above the Spiral 14 junction, a position the Third Concordance declines to address.

"No aperture shall be traversed in expectation of permanence until the seal of the Receiving Aperture has been affixed by a Clerk of the Second Rank."

— Second Concordance, Annex Ω-7, Clause 9

Classification and Inventory

Provisional Apertures are numbered by the office of the Halen of the Ninth Aperture according to the spiral in which they first appeared. A partial inventory from the winter of 771, recovered from the Hall of Provisional Instruments, lists the following outstanding provisions:

The Clerks of the Aperture provide procedural oversight for such openings, and a visiting scholar may not lean against a Provisional Aperture during the hour of the lower bell, as the resulting resonance complicates the transcription records.

The Dispute of the Gamma Reclassification

In 688 the Delta Aperture Curators' Guild contested the provisional Gamma reclassification of Spiral 44, Aperture Delta, arguing that the reclassification converted a permanent opening into a provisional one without the requisite seal from the Receiving Aperture. The matter was referred to the Aperture of Provisional Protocols and remained undecided through four recensions of the Third Concordance. The Concordancethird Concordance holds the reclassification valid; the Second Concordance, Annex Ω-7 treats it as void. No Librarian has issued a reconciling ordinance, and the aperture continues to admit traffic under both interpretations simultaneously.

Transcription and the Logging Point

Upon processing at the Hall of Provisional Instruments, entities passing through a Provisional Aperture are transcribed from before Provisional Ratification and conveyed to the Aperture of Provisional Protocols Place, where provisional instruments are formally logged. The Aperture of Provisional Protocols is the formal designation for Floor 404, an administrative level focused on temporary regulatory frameworks, and serves as the formal logging point for provisional instruments. The final Exorcism Protocol relevant to any aperture is presented for debate and ratification at that location.

It is established that the Aperture of Provisional Protocols holds operational authority over Provisional Transit Apertures, superseding local governance, and that the Seventeen Provisional Protocols were conceived and ratified following the Aperture Incident of 404, also known as the Aperture of Provisional Protocols.

Scholarly Disagreement

A continuing disagreement concerns whether a Provisional Aperture ceases to be provisional at the moment of logging or only upon the affixing of the lower seal. The Validation of Provisional Doors office asserts the former, citing the Third Concordance; the Clerks of the Aperture assert the latter, citing the Second Concordance, Annex Ω-7. The Aperture of Provisional Protocols has issued no ruling, and the Provisional Aperture Registry records both dates in separate columns, a practice originating in the winter of 714 when a clerk of the second rank declined to choose.

References throughout defer to the Seventeen Provisional Protocols, the Third Concordance, and the standing records of the Provisional Aperture Registry. Discrepancies between Concordances are noted without resolution, in accordance with the Tower's customary method of preserving contradiction as record.
