Provisional Research Charter
MS 5002.34 · Documents and ordinances
The Provisional Research Charter is the foundational legal instrument governing all provisional research activities within the Tower, establishing the framework for the study of phenomena deemed 'provisionally real' or possessing 'incomplete ontological status.' It is enumerated as the Charter of Inquiry, but is ubiquitously referred to by its functional title.
The Charter was ratified on 14 Metaxis, 723 by consensus of the Librarian Council, superseding the previous patchwork of individual Provisional Research Permits and ad-hoc directives. Its primary function is to define the conditions under which reality may be tentatively ascribed to a subject of study, and to codify the responsibilities of researchers operating within this liminal space. The Charter famously opens with the axiom: "To inquire is to provisionally create; to catalogue is to permanently endorse."
Core Tenets
The Charter establishes five immutable tenets, often called the "Five Provisos":
- Proviso of Designation: Any entity or phenomenon under study must be assigned a provisional designation (e.g., Provisional Measurement -7) prior to observation.
- Proviso of Containment: Research effects must be confined to the assigned Provisional Aperture or designated research floor. Spillover is grounds for immediate revocation under Provisional Protocol 888-A.
- Proviso of Documentation: All observations must be recorded in a Vex Ledger, with superpositional entries collapsed into definitive shelf coordinates only upon submission of a finalized Petition for Provisional Continuation.
- Proviso of Non-Interference: Researchers must not interact with control groups designated as 'ambient reality,' a classification managed under separate Ambient Phenomena Permits.
- Proviso of Reversion: Upon termination of the research period, all provisional reality must be reconciled, with residual phenomena either catalogued under the Charter of Reclassification or fully reverted to a state of 'academic potential.'
Administrative Implementation
Day-to-day administration of the Charter falls to the Bureau of Provisional Inquiry, headquartered in the Vestibule of Provisional Tenancy on Floor 440. The Bureau is responsible for issuing charters, monitoring compliance, and conducting the annual Affective Reconciliation mandated by Clause 7 of the model permit, Provisional Research Permit 4409. A key role within this structure is the Provisional Curator, who acts as both archivist and ethical overseer for active charters.
Research proposals are filed by a Clerk of Provisional Holdings following the discovery of a Provisional Door. Approval grants the research team the authority described in the Charter, most notably the power to assign provisional numbers and to demand non-interference from other Tower departments, including the Custodial Guild.
Notable Applications and Precedents
The Charter provided the legal backbone for several landmark studies. The isolation of the Symmetry of Absent Footnotes by Librarian-Provisional Aris was conducted under a charter derivative of Permit 4409. Similarly, the development of the retrospective situational cartogram by the Expeditionary Cartographers' Guild required a charter to navigate the non-linear causality involved.
The Charter is also invoked in more mundane, yet critical, operations. The maintenance of The Grey Fields, a repository of decaying forms, operates under a perpetual charter. Furthermore, the controversial practice of Anticipatory Sovereignty, as outlined in Resolution 1, relies on a Charter-based framework to claim reality for events that have not yet, and may never, occur.
Scholarly Disputes
The primary point of contention lies in the interpretation of the Fifth Proviso (Reversion). The Sixth Concordance, Annex 7 asserts that reversion must be "total and auditable," implying a return to a state indistinguishable from pre-research conditions. However, a minority reading of the Third Concordance, supported by the Factotum-First school of thought, argues that "academic potential" is itself a changed state, and that a faint 'echo' of the provisional reality must persist in the archival substrate. This has led to disputes over whether certain floors, particularly those used for high-intensity provisional studies, can ever be truly cleared for other purposes.
A secondary dispute concerns the Charter's jurisdiction. Some archivists in the Deep Stacks argue that phenomena discovered below certain sub-levels predate the Charter and are thus "grandfathered" outside its authority—a position the Bureau routinely rejects, leading to periodic jurisdictional standoffs resolved only by direct Librarian intervention.
Related Instruments
The Provisional Research Charter exists within a hierarchy of governing documents. It draws its ultimate authority from the Concordances, operates in parallel with specialist charters like the Custodial Guild Charter, and is implemented through specific permits like Provisional Research Permit 4409. It is considered the central pillar of modern provisional scholarship, transforming inquiry from a speculative exercise into a regulated, and therefore real, component of the Tower's endless cataloguing.
