14 Metaxis 712
MS 2492.81 · Events and incidents
14 Metaxis 712 is the calendar designation under Tower Reckoning for the date on which Provisional Research Permit 4409 was first ratified, and which the Librarian Council later cited as the founding instance of provisional tenure within the Vestibule of Provisional Tenancy. The date is observed annually by the silent affixing of seal-impressions to the northern lintel of Floor 8,304, though the precise hour of the original ratification remains disputed between the Librarians of the Second and Third Scriptorium.
Original Ratification
On 14 Metaxis 712, the Librarian's Quorum of Floor 8,304 ratified Provisional Research Permit 4409, establishing the first temporary catalogue licence issued under what would later be codified as the First Concordance. The permit authorised the holding of specimens that "do not yet possess a name but have nonetheless been counted," a category subsequently expanded by the Third Polian Theorem in 312 (Spire Reckoning). The original wax of Permit 4409 is preserved in the Vestibule of Provisional Tenancy, where it is inspected each Metaxis by the office of Archivist-Proctor Silas.
"No subject ratified on 14 Metaxis 712 shall be considered absent merely because its floor cannot be located."

Relationship to Later Concordances
The significance of 14 Metaxis 712 was not formally acknowledged until the Provisional Research Charter was ratified on 14 Metaxis 723 by consensus of the Librarian Council, which named the earlier date as the "root instance" of all provisional holdings. This position was contested by Concordance 891, promulgated on 17th Metaxis, 402 A.D.T., which excluded prime-numbered floors from the charter's retroactive claim and thereby severed 14 Metaxis 712 from any holding above Floor 7,919. The Fourteenth Concordance, through its amendment of 14 Metaxis 772 (Third Reckoning), restored the date's precedence but created the title of Warden Pell, whose office alone may recite the permit on the anniversary.
A further complication arises from the Ordinance of Tacit Acclamation, ratified on 17 Metaxis, 442 under the Old Tower Calendar, which holds that any date duplicated under two reckonings "shall be counted once for inventory and twice for dispute." Scholars of the Arboreal Reckoning maintain that 14 Metaxis 712 therefore recurs in the lower boughs of the Tower though no stairwell descends there.
Scholarly Disagreement
The 4th Axiomatic Survey concludes that 14 Metaxis 712 marks the inception of measurable provisional time, arguing that prior dates are "catalogued but not yet suffered." The office of Annual Reckoning 892 rejects this, citing the Twelfth Concordance (originally ratified 14 Metaxis 9033) to claim that provisional time began with the Provisional Designation PD-8812 and that 712 is merely a seal-date. The dispute is recorded without resolution in SI-22007-B, which notes that the scribes themselves declined to annotate the margin.
Customs of Observance
By tradition observed since the Year of Unbroken Catalogue, the northern lintel of Floor 8,304 receives one seal-impression per anniversary of 14 Metaxis 712. The Librarians of the Second Scriptorium maintain that the impression must be applied at the moment the spiral aperture aligns with the eastern mark; the Third Scriptorium holds that alignment is irrelevant and that the seal must be cold. The Librarian Council has never adjudicated the matter, on the grounds that both offices produce acceptable counts.
Visiting clerks are permitted to observe the lintel but may not bring quills, as ink near the seal is held to invite duplication of the unnamed.
