Epochal — The Tower

“No two epochal systems shall share a governing committee, lest calendar become collusion, and time be annexed by precedent.”

The Epochal is the official designation for any time-reckoning system ratified for use within The Tower. By the Closed System Principle, no Tower calendar may be anchored to any event or cycle external to the Tower’s structure; each Epochal must derive its zero-point, its unit intervals, and its periodic corrections entirely from internal phenomena.

As of the most recent census conducted by the Commissioner for Harmonic Integrity, 117 distinct Epochals are currently in active concordant use. A further 43 are listed as “dormant but provisionally valid,” pending review by the Epochal Standing Committee.

Definition and Ratification

An Epochal is defined in the Third Concordance as “a complete, self-consistent framework for the measurement, notation, and administrative segmentation of duration, ratified by Concordance and maintained by a designated governing body.” The process of ratification is detailed in Annex VII of the same Concordance, and requires submission of a full epistemological dossier, including:

The primary phenomenon or “ticker” defining the fundamental unit (e.g., the decay interval of a specified archival luminal filament; the resonant frequency of a named structural pillar).
A clear derivation of all larger units (cycles, eras, ages) from this base.
The method for establishing the zero-date (Year 0).
Protocols for leap-unit adjustments and drift-correction.
A list of all Librarians who will serve on its governing committee.

Ratification is granted by the Epochal Standing Committee, provided the system does not conflict with any previously ratified Epochal in a manner that would cause “temporal paradox or administrative duress” (Third Concordance, Annex VII, Clause 3.1). In practice, this prohibition is interpreted narrowly, leading to the coexistence of multiple, mutually incompatible systems.

The Epochal Standing Committee

The Committee is a rotating body of seven Librarians, each nominated by a different active Epochal’s governing body. Their primary function is not to reconcile conflicting systems—an acknowledged impossibility—but to ensure that each Epochal maintains its own internal consistency and that its public records are properly converted when cited in cross-epochal documents. The Committee’s most visible output is the Annual Table of Epochal Correspondences, a multi-volume work that attempts to map the current date in all 117 active systems onto a single, sprawling synoptic page. The Table is famously published three to five years behind the date it catalogues.

Notable Active Epochals

While a full list is maintained in the Register of Ratified Time (Floor Λ-8812), several Epochals are of particular administrative or historical importance.

The Stair-Step Count (Epochal Sigma-7): Derives its base unit from the average time taken for a certified courier to ascend one full spiral of the Grand Staircase under standard atmospheric pressure. Its zero-point is the moment the Third Concordance was sealed. It is the default system for logistical and wayfinding documents.
The Harmonic Resonance Calendar (Epochal Gamma-22): Based on the predicted decay period of the Great Central Pillar’s sub-audible hum. Favored by the Archives of Acoustic Phenomena and for dating events related to structural integrity.
The Librarian-Generational (Epochal Delta-1): Perhaps the oldest system still in use, it measures time in “tenures,” defined as the average period between the appointment and retirement of a Librarian from a major administrative office. Its zero-point is lost to history, leading to the ongoing Chen Discrepancy in its long-count.

The Chen Discrepancy

The most famous—and persistently unresolved—problem in epochal scholarship concerns a three-tenure gap in the records of the Librarian-Generational Epochal. The discrepancy is named for the clerk, Elara Chen, who first documented the inconsistency in FY 8812 (Stair-Step Count) while cross-referencing promotion rolls against tenure ledgers. Two primary schools of thought exist:

The Lost Tenure Hypothesis posits that a complete administrative cycle was expunged from the record following the Year of the Unspooled Thread, and that the missing tenures correspond to a period of “provisional governance” not covered by the standard calendar.
The Metric Drift Theory argues that the definition of a “tenure” subtly changed during the period in question, due to amendments in the Third Concordance regarding retirement age, thus creating only an apparent, not an actual, gap.

The Epochal Standing Committee has declined to rule on the matter, stating that both interpretations are “internally consistent within the tolerances of the Librarian-Generational framework” (Committee Ruling Delta-1.44).

Practical Implications

The plurality of Epochals necessitates that all official Tower documents bear a date-line specifying which system is being used (e.g., “HRC 455.7.12” for Harmonic Resonance Calendar). Failure to do so renders a document “temporally ambiguous” and therefore inadmissible in formal proceedings. The Guided Descent protocol, for instance, requires timestamps in both the Stair-Step Count and the Harmonic Resonance Calendar, to guard against the failure of one system’s underlying phenomenon.

This multiplicity is not considered a flaw, but rather a feature of the Tower’s epistemological robustness. As stated in the preamble to Annex VII: “A single clock measures only its own mechanism; a tower of clocks begins to measure time.”
