Provisional Measurement
MS 5570.44 · Practices and doctrines
Provisional Measurement is a temporal designation applied to any measurement conducted under the authority of a Provisional Research Permit prior to its full ratification into the Tower's official corpus of Standard Tower Units. A Provisional Measurement exists in a state of contingent validity, its data and conclusions held in abeyance until the conditions stipulated by its governing permit are either satisfied or lapse.
Legal Basis and Scope
The practice is authorized under the Third Concordance, Clause 44, which permits the "quantification of phenomena whose ontological status remains unresolved, pending further inquiry." This clause is operationalized by the Registry of Provisional Intent through the issuance of numbered Provisional Research Permits. The scope of a Provisional Measurement is strictly bounded by the permit's text; measurements taken outside these bounds are considered Unauthorized Quantification and are subject to sanctions under Local Ordinance 22.J-8. Common subjects for Provisional Measurement include hypothesized entities, predicted but unobserved physical effects, and the properties of rooms catalogued under the Protocol for the Measurement of Absent Rooms.
Protocol and Apparatus
All Provisional Measurements must adhere to the Standard Measurement Protocol (SMP-Δ), though specific annexes may be invoked depending on the phenomenon. The apparatus used is classified as a Provisional Instrumental, receiving this status for the duration of the measurement event. For example, the measurement of hypothesized fluid dynamics within a sealed radial conduit would require apparatus sanctioned by the Bureau of Vital Flux Measurement, even if no Vital Flux is present. The act of measurement formally assigns the subject a Delta Measurement value (Δ), which is recorded on a Form M-7Δ and filed with the Registry.
Contingencies and Ratification
A Provisional Measurement is not considered complete until its stipulated contingencies are resolved. These are typically detailed in an annex to the permit and may include temporal thresholds (e.g., "measurement holds for 1,000 Tower cycles"), observational verification by a second, independent permit-holder, or the resolution of a specific paradox noted in the permit's log. Success leads to Provisional Ratification and the absorption of the measurement into permanent record; failure results in the measurement's data being sequestered in the Archive of Lapsed Quantities on Floor 909. A famous case is the Measurement Log Gamma-7, where a Provisional Measurement of a paradoxical quantum resonator was maintained for 47 years before its permit lapsed due to an unresolved contradiction in its own Delta Measurement readings.
Disputes and Philosophical Objections
The validity of data derived from Provisional Measurement is a point of ongoing contention. The Guild of Pure Measurement maintains that measurement is an intrinsic good and thus Provisional Measurements are merely "measurements-in-waiting," their data inherently sound. Conversely, the Custodians of Measurement argue that a measurement lacking final ratification is ontologically unstable and its data is merely "potential," with no claim to truth-value until ratified. This schism is most apparent in the treatment of Gap Measurement data, which exists almost exclusively in a Provisional state. Furthermore, Annex 7-D of the SMP-Δ stipulates that all Provisional Measurements require a secondary measurement standard, a rule often cited by the Custodians to underscore the inherent uncertainty of the practice.
Proprietary and Radial Considerations
A subset of Provisional Measurements fall under Proprietary Measurement, where the measurement event and its resulting data are claimed as intellectual property by the permit-holder or their sponsoring bureau. This is common in highly specialized fields like Radial Measurement, where the methodology itself may be a protected technique. Disputes over ownership of Provisional data are adjudicated by the Registry, often citing precedents set in cases like the long-running dispute over the Provisional Instrumentals used in the Static Measurement of Floor 440's western antechamber.
