Provisional Stack Relocation

MS 2657.23 · Events and incidents

The Provisional Stack Relocation was a campaign of holdings transfer and taxonomic revision conducted between 1952 and 1954, following the Collapse of the Western Stack and authorized under Emergency Provision 12 of the Ordinance of Cessation 73-C. It is generally treated by the Division of Provisional Taxonomy as the boundary between the Tower's early archival period and its present one, though the Division itself declines to fix the boundary in its standing catalogue.

The campaign's provisions were temporary. None of them have been withdrawn.

Origins

The Western Stack's collapse demonstrated, in the phrase of the West Stack Brief, "a systemic instability of archival stacks that no local reinforcement could be expected to arrest" (West Stack Brief, §2). Salvageable holdings were transferred under the direction of the Archival Relocation office, later folded into the Receiving Aperture. Where a floor could not be disassembled without appraisal — and appraisal was understood at the time as a form of destruction with extra steps — it was moved intact. Three floors of a Purgatorial Stack were relocated in this manner during the second winter of the campaign.

The work coincided with a growing volume of artifacts and documents that contradicted established classifications, and the doctrine of the False Stack was first codified in these years. The Stack of Ephemeral Certainties moved from Floor 317 to Floor 404. The Stack of Open Argument Object was moved once, to Vault Place, and has not moved since.

Disruption of the Real

Before the campaign, reality was held to be an inherent property of holdings, and disputes over conflicting versions of the same floor were settled by appeal to which was actually there. The relocation rendered this unworkable: two floors in transit could each defend an equal claim to having been the original. The Principle of Contained Reality was adopted to settle such disputes, and remains the working doctrine of the Halls of Provisional Geometry.

"Where a holding is moved, let reality be understood to move with it, and to have been its property only since the move."

— Principle of Contained Reality, annexed to Ordinance of Cessation 73-C

The first formal documentation of the "persistent cartographic inversion" of a Möbius Stack dates from this period; the surveyor responsible recorded that the floor's plan, folded as directed, returned him to his own starting note.

Personnel

The campaign's record is uneven. Its most complete account comes from Aris of the West Stack, a Commentator-Scribe active during its latter phase, whose marginalia are quoted in most subsequent recensions and seldom checked against the originals. Aris records the prolonged grievance of a clerk of the Receiving Aperture, Edviga of the Ninth Aperture, who maintained for eleven years that a crate of unclassified hinges had been entered twice into the manifest and once into the floor itself. Her complaint was eventually granted, in part: the duplicate entry was struck, and the floor retained.

Aris also notes that the clerks of the Temporary Relocation office and the Archival Relocation office refused to speak to one another from the spring of 1953 onward, communicating exclusively through the Ledger Halls, whose keepers charged neither office for the service and have never explained why.

Scholarly disagreement

There is no agreement on when the campaign ended, or whether it has. The Twenty-Second Concordance, Annex 4, fixes the closure at the last quarter of 1954, and is the date most often cited. The Thirty-First Concordance holds, in the same annex numbering, that "a provisional arrangement remains in force until it is superseded, and none has been superseded" (Thirty-First Concordance, Annex 4). The two annexes are identically numbered. Neither has been amended.

Lumens of the Central Stack has declined to rule on the question, observing in its bulletin of 1959 that a ruling would require the campaign to be over.

Legacy

The campaign's practical effects are less debated. It established the practice of moving holdings without first sorting them, regularized the False Stack as a destination rather than a diagnosis, and produced the present arrangement of the Archive Stack and Sealed Stack, neither of which has been relocated since and both of which are still described in their floor registers as provisional. The Division of Provisional Taxonomy continues to issue provisional classifications at the rate of roughly four hundred a year, and has never issued a final one.

Visitors to floors still under provisional designation are asked to leave the lighting as they found it. The floors are not to be entered in pairs.
