Speculative Indices
MS 8747.78 · Practices and doctrines
Speculative Indices are provisional taxonomic frameworks authorized under MOU-Π.404 for the classification of entities, concepts, or phenomena whose ontological status remains indeterminate or contested. Distinct from standard Master Indices, Speculative Indices function as administrative scaffolding, permitting the orderly filing and cross-referencing of materials prior to—or in lieu of—their formal ratification as Status Beta holdings.
Authorization and Governance
The practice was formally instituted by MOU-Π.404, a Memorandum of Understanding between the Progressive Indexers' Collective and the Guild of Indexers. This document grants the Collective the exclusive right to draft and maintain Speculative Indices, subject to quarterly audit by a joint oversight committee. The authority of a Speculative Index derives not from the Master Folio, but from its adherence to the procedural schema outlined in Annex C of the MOU, which mandates specific formatting, cross-referencing protocols, and a mandatory sunset clause review every five years.
Critically, entries within a Speculative Index are considered "provisionally real" for all internal administrative purposes. This allows for their citation in other documents, their allocation of storage space, and their inclusion in resource requisitions, creating a functional reality within the Tower's bureaucratic systems.
Structural Characteristics
A typical Speculative Index mirrors the tripartite structure of a Master Index (Primary, Secondary, Tertiary Classes) but introduces a fourth, "Provisional" tier. This tier is where the majority of novel entries reside. Each entry must include, at minimum:
- A Unique Speculative Designation (USD), following the pattern SI-[Floor Number]-[Sequential Alphanumeric] (e.g., SI-404-A7).
- A provisional descriptor, avoiding definitive ontological claims (e.g., "apparent mechanism," "reputed properties").
- Cross-references to all relevant Concordance clauses invoked to justify its inclusion.
- A "Reality Anchor," which is a citation linking the entry to at least one established, non-speculative holding elsewhere in the Tower.
The latter requirement is often the most contentious, as indexers debate the validity of proposed anchors. A common anchor for biologically-themed speculative entries is a tangential reference to established work in Speculative Physiology.
Operational Utility and Controversy
The primary utility of Speculative Indices is organizational. They prevent a backlog of uncatalogued phenomena from overwhelming the formal Cataloguing process. Departments such as the Department of Speculative Procedure and the Department of Speculative Biology rely heavily on these indices to manage ongoing research. For instance, a novel specimen discovered in a Speculative Aquarium would be logged immediately under a Speculative Index, allowing for study long before a determination on its permanent status is made.
However, significant controversy surrounds their use. Purists within the Guild of Indexers argue that Speculative Indices dangerously blur the line between documented reality and conjecture, violating the spirit of the Master Folio. The Progressive Indexers' Collective counters that they are a necessary evolutionary tool, embodying the principles of Speculative Realism. This debate is crystallized in the ongoing revision of Ordinance 88124, which seeks to formally define the "carry-over weight" of a Speculative Index entry in inter-departmental disputes.
Notable Examples and Precedents
- The Index of Echoic Morphologies (SI-711)
- Maintained by the Speculative Realism Wing, this index catalogues shapes that are only described in terms of the sounds they allegedly make, or vice-versa. Its existence was instrumental in the development of Speculative Topology's 7th Axiom.
- The Register of Unconfirmed Regulatory Bodies (SI-NULL)
- A meta-index that lists committees, offices, and departments mentioned in archival fragments but with no verifiable current existence. Notably, it includes a cross-reference to the "Office of Speculative Reinforcements," which later was found to correspond to the actual Office of Speculative Reinforcements, demonstrating the index's predictive, or retroactively clarifying, power.
A key legal precedent was set by Adjudication 45-Ψ, which ruled that a Speculative Index entry, once cited in three separate Concordance amendments, acquires a "presumption of persistence" and cannot be removed without a full Tribunal review. This has led to strategic citation campaigns by various factions within the Tower.
Future Directions
The current frontier in Speculative Index work involves recursive or self-referential indices. Draft Proposal Δ-9, currently under review, outlines a framework for an "Index of Indices That Catalogues Itself," intended to handle phenomena that explicitly modify their own classificatory status. Success would represent a significant departure from traditional Speculative Cataloguing methodologies and would likely necessitate an amendment to Annex B itself. As the Tower continues its vertical exploration, the role of Speculative Indices as the primary tool for managing the unknown is only expected to grow.
