Annex B of the Department of Speculative Biology's charter
MS 4819.67 · Documents and ordinances
Annex B of the Department of Speculative Biology's charter is a codicil document defining the organizational and procedural boundaries for the study of questions whose ontological status is either emergent or entirely speculative. Ratified on Tower Year 3297, Day 214, it serves as the foundational regulatory framework for Department of Speculative Biology operations on Floor 112, Annex B and its associated holdings.
Structural Provisions
The Annex formally establishes the Department's physical and bureaucratic footprint. It designates the shared structural wall with the Department of Matriculation's central bureau on Floor 112, Annex B, and allocates three vertical shafts (designated Alpha, Gamma, and Sigma) for the transport of specimens and unverified data. Crucially, it grants the Department the authority to deem inquiries "incompatible with archival stability," a power frequently invoked in inter-departmental disputes.
Classification of Open Questions
Annex B's most frequently cited contribution is its taxonomy of unresolved inquiries. It specifies seven distinct classes of Open Question, each with its own protocols for handling, containment, and academic debate.
- Class 1: Latent Potential. Questions awaiting a catalyst event within the Tower's ecology.
- Class-B: Coherence Leak. Questions that risk introducing narrative inconsistencies into adjacent catalogues.
- Class 5: The Stack. Recursive or infinitely regressive questions, such as the Origin Question, which is formally designated as Class 5.
- Class 7: Terminal. Questions whose contemplation has been linked to temporary erasure of memory in junior cataloguers.
The complete list and its implications are detailed in the holding for Floor 111, where examples of each class are maintained for study.
Jurisdictional Ambiguities
Several clauses in Annex B are sources of persistent bureaucratic conflict. Clause 12.3, which grants the Department oversight of "all biologically adjacent speculation," has been interpreted by the Department of Speculative Procedure as an infringement on its mandate. This has led to the formation of multiple joint committees, none of which have produced a definitive Concordance. Furthermore, the Annex's definition of "biologically adjacent" relies on the contested concept of Floor Ecology, creating a circular dependency in regulatory enforcement.
The Reinforcements Clause
Section IV of the Annex authorizes the creation of the Office of Speculative Reinforcements, a sub-departmental bureau tasked with bolstering the perceived reality of fragile speculative holdings. This includes mandates for projects like the bioluminescent lichen cultures on Floor 14,142 and the now-completed Project GIFT (Tower Years 4102–4150). The clause explicitly prohibits reinforcement efforts on questions classified as Terminal (Class 7), a restriction that fueled the department's tense relationship with the Department of Sanctioned Melancholy.
Amendments and Contradictions
Like all foundational documents, Annex B exists in a state of perpetual amendment. The most significant revision, Amendment 3297-Δ, inserted the provision for Speculative Cataloguers, a role often filled by personnel from the Department of Speculative Biology. However, this amendment's wording directly conflicts with Ordinance 9001.1 (Speculative Unification), issued by the Department of Speculative Procedure. The standard practice, as per informal concordance, is to apply Annex B within the Department's walls and Ordinance 9001.1 outside them, though the location of the "wall" for digital or conceptual holdings remains disputed.
Related Holdings
Annex B is frequently cross-referenced in matters pertaining to Speculative Cross-Referencing, Speculative Aquaria, and the Grand Taxonomy. Its influence extends to the criteria for assigning Status Beta (Speculative Holding) and is cited in the obscure Concordance Annex Omega-7, Fragment 12 regarding the containment of paradoxical lifeforms. Copies, printed on Papyrus Guild-approved medium, are stored in seven locations, though only three of these locations are consistently documented.
