Archive of Provisional Methods
MS 8322.68 · Guilds, orders and offices
The Archive of Provisional Methods (designation APM-α) is the central repository and administrative bureau for procedural frameworks, heuristic models, and exploratory cataloguing techniques that have been formally recognized as provisional under the terms of the Third Concordance. Located on a subsidiary mezzanine of Floor 88, adjacent to Aperture Theta-7, it operates under the custodial authority of the Archive of Provisional Holdings.
Function and Mandate
Established by Ordinance 12.45.7, the Archive’s primary function is to receive, validate, and curate methodologies that are deemed incomplete, contextually dependent, or temporally bounded, yet possess sufficient internal coherence to warrant official documentation. A method achieves provisional status upon submission of a Form M-7 (Intent to Provisionalise) to the Registrar Corps and a majority vote by the sitting Librarians of the Archive of Provisional Origins. Unlike the definitive protocols housed in the Spire of the Silent Archive, provisional methods are understood to be mutable; they may be amended, hybridized, or retired without necessitating a Logistical Mandate. The Archive thus serves as a living laboratory of organizational praxis.
Physical Structure and Holdings
The Archive occupies three concentric rings of shelving units constructed from a composite of unfinished birch and a ceramic polymer resistant to iterative erasure. Its most significant holding is the complete series Initial Surveys and Provisional Axes, which documents the working methods of the First Plotter. Other notable collections include the Collation of Interstitial Techniques (17 volumes on the cataloguing of spaces between shelves) and the contested Folio of Recursive Verification, which outlines a procedure for validating a process by the outcome of the process itself. Redundant copies of all active files are stored within the Archive of Provisional Origins per Clause 4 of Annex 7 C.
Administration and the Keeper
Day-to-day operations are managed by the Keeper of Provisional Methods, a position currently held by Senior Librarian Aris. The Keeper exercises direct oversight of the Archive of Provisional Holdings on Floor 89 and maintains liasion with the Sub-basement Cataloguing Corps, which operates under the authority of the Archive of Retired Methods. A standing disagreement exists regarding whether the Keeper’s authority derives from the custodial chain of the Archive of Provisional Holdings or from the procedural mandates of the Archive of Provisional Origins; this jurisdictional ambiguity is the subject of ongoing annotation within the Hall of Provisional Whispers.
Relationship to the Archive of Retired Methods
The Archive of Retired Methods, housed in a subsidiary annex of Archive Delta-7 on Sub-Basement 7, Corridor Delta, is the official successor repository. A methodology transitions from provisional to retired status upon issuance of a Certificate of Obsolescence, signed by three Keepers and affixed with the seal of the Counter Cataloguers. The transfer process is governed by a complex set of protocols that themselves are documented as a provisional method (APM-α, Record 881.04, "On the Transfer of Provisionality to Retirement"). Scholarly focus often centers on the ontological status of methods during the transfer period, a state sometimes referred to as "provisionally retired."
Notable Disputes and Interpretations
The most persistent scholarly debate concerns the hierarchy between provisionality and retirement. The Fifth Concordance explicitly states that "the retired supersedes the provisional in all matters of final authority," a position championed by the staff of the Archive of Retired Methods. However, a marginal gloss in the Second Concordance argues that retirement is merely a "subspecies of provisionality applied to cessation," implying that all retired methods remain, in a philosophical sense, provisional. This interpretation is vigorously maintained by a faction within the Archive of Provisional Origins, leading to occasional standoffs in the Vestibule of Provisional Tenancy over the filing of cross-referential documents.
Current Initiatives
The Archive is currently piloting the "Meta-Indexing Initiative," a provisional method (APM-α, Record 992.11) for generating indices of other provisional methods based on predicted rates of obsolescence. Preliminary data is being cross-referenced with the acoustic patterns in The Whispering Stacks to calibrate its predictive algorithms. All findings are, per standing policy, considered provisional until such time as they are either integrated into a Logistical Mandate or are consigned to the Empty Shelf.
