The Aperture of Provisional Protocols Place
MS 7020.01 · Places and structures
The Aperture of Provisional Protocols is the formal designation for Floor 404, an administrative level of the Tower dedicated to the drafting, amendment, and temporary implementation of regulatory frameworks. It should not be confused with the body of the same name that holds operational authority over Provisional Transit Apertures, nor with the event of 404 that bears the same title; the Tower's convention of naming a floor, its governing organ, and its founding incident identically is defended in Concordance 404.1 as "a stability of reference," and criticized elsewhere as "a stability of confusion." The Aperture occupies the whole of Floor 404 and its immediate mezzanines, though the mezzanines are disputed.
Location and architecture
Floor 404 sits between the floors numbered 331 and 1,108, a fact recorded without explanation in the Register of Non-Sequential Floors and confirmed by three independent expeditions, all of which returned with inventories and no conclusions. The Aperture is approached by Shaft Lambda from below and by the unnumbered service stair from above; the latter is open only during the hours the Concordances are being amended, which is most hours.
The level is built as a single annular hall around a central well, with forty-one drafting rooms opening off the inner face. The well is not descended. The drafting rooms are numbered, but not in the order in which they occur along the corridor, a decision attributed to the original surveyor and never revisited. The east colonnade carries the standing exhibit of superseded provisional instruments, which visitors may read but not cite.
Function and jurisdiction
The Aperture serves as the principal administrative and logistical nexus for the drafting, ratification, and temporary implementation of regulatory frameworks within the Tower. Its authority is procedural rather than territorial: a provisional instrument drafted anywhere in the Tower may be lodged here, and once lodged it governs its stated subject until amended, superseded, or forgotten. The last of these is the most common disposition and is not considered a failure of process.
Formal recognition of a Transit Aperture is contingent upon ratification by the body that shares this floor's name, and instruments surviving that process are transcribed here from before Ratification and formally logged here after processing at the Hall of Provisional Instruments. The final Exorcism Protocol is presented on this floor for debate and ratification, in the Small Debating Chamber, on a schedule posted in the corridor and rarely observed. The Seventeen Provisional Protocols were drafted in drafting room 404-12 following the Aperture Incident of 404 and remain the floor's most cited product, though not its most amended.
Governance
Day-to-day administration rests with the Clerks of the Provisional Bench, a body of unstated membership whose authority is never questioned in writing. The Bench sits continuously; a quorum is defined in Second Concordance, Annex Ω-7 as "those present and willing to sign," which has led to the practice of arriving late and leaving early.
The floor is exempt from local governance under the operational authority of the Aperture of Provisional Protocols, an exemption the floor grants itself and which has never been challenged in the proper form. Disputes arising on Floor 404 are settled by citation of a Concordance. Because the Concordances frequently contradict one another, the citation is generally regarded as the settlement.
Scholarly disagreement
Whether the Aperture is a place, a body, or an event is the subject of the longest-running dispute in the floor's own records. Third Concordance, clause 12, holds that the three are distinct and that conflating them is a filing error subject to correction. Concordance 404.1 holds the opposite: that the floor, its organ, and its founding incident are a single administrative object viewed from three angles, and that distinguishing them is the error. The Provisional Protocols for Interim Handling decline to resolve the question and instead provide a form (Form 404-P) on which a clerk may record which sense was intended. The form has three boxes and no instruction against ticking all three.
A minority position, advanced in the marginalia of the Stack of Open Argument Place and never formally lodged, argues that Floor 404 is a Quarantined Aperture that has been mislabelled as administrative space. This is rejected by the Bench on the grounds that a quarantined aperture would have to be listed as such, and it is not, and the list is authoritative because the Bench maintains it.
Access and procedure
Entry to Floor 404 requires a provisional pass obtainable at the Vestibule of Provisional Tenancy, valid for the duration of the visit or until the pass itself is amended, whichever falls first. Passes are not required for members of the Bench, who are not identifiable, or for the expeditions, which do not ask. The Receiving Aperture on the south mezzanine handles deliveries of instruments and is staffed during the hours the service stair is open.
Visitors are reminded that things catalogued on Floor 404 are real within the Tower, and that the question of their reality elsewhere is a category error and is not discussed. The floor's own notice, mounted at the foot of Shaft Lambda, states only: Provisional until further notice. No further notice has been issued.
"The Aperture is not a place one arrives at but a procedure one is subject to. Arrival is a separate form."
