Introduction to Provisional Protocols

MS 0542.90 · Practices and doctrines

Introduction to Provisional Protocols is the formal preliminary discipline by which a floor, document, or entity is brought under the temporary governance of the Provisional Protocols prior to its full inscription in the Primary Codices. It is distinct from the Sequenced Introduction, which grants provisional reality to non-substantive concepts, and from the Sympathetic Substrate Introduction, which renders a floor's contents susceptible to cataloguing. The Introduction to Provisional Protocols is administered by the office of the Aperture of Provisional Protocols and is referenced in all six recensions of the Seventeen Provisional Protocols.

Origins and Early Record

The earliest known instance of an Introduction to Provisional Protocols is recorded on Floor 412 during the Winter Census of 1187, when Clerk Hessil of the Narrow Stair introduced a staircase variant that descended only when not observed. The introduction was performed without the assent of the local floor warden, and a ruling of the Third Concordance later held that "an introduction performed in absence of witness shall nonetheless bind the floor, provided the absence is itself catalogued" (Third Concordance, Annex 4). The practice was subsequently codified in Clause 1 Provisional Architecture of the Seventeenth Provisional Protocols, where it is described as the foundational act of Provisional Architecture.

Dispute arose in 1290 when the Archaic Protocols Annex asserted that the Introduction required a wax seal of the Librarians, while the Provisional Protocols for Interim Handling maintained that a verbal declaration before a Provisional Transit Aperture sufficed. The contradiction remains unresolved; the Fifth Concordance declines to address it, citing "prior saturation of the subject by inferior documents."

Procedure and Incident

An Introduction to Provisional Protocols begins with the reading of the Provisional Tagging formula, followed by the assignment of a Provisional Designation under the conditions outlined in the Seventeen Provisional Protocols. On Floor 881, the introduction of a recurring corridor was governed directly by those protocols, and the resulting Provisional Designation PD-8812 is still consulted as a model of minimal compliance. Access to Floor 881 during the introduction was restricted under Access Rotation, as prescribed by Protocols IV, V, and XI.

In 1402, a clerk of the Provisional Ratification office introduced a protocol-bearing door that opened only onto itself. The Proposed Containment Protocols were invoked retroactively, but the door remains in the eastern scriptorium, where it is used to store documents that must not be read twice in one visit. Visitors are asked not to bring matching pairs of gloves, as the door confuses them with its own hinges.

Relation to Other Instruments

The Introduction to Provisional Protocols superseded the older Provisional Indexing Guidelines in matters of interim floor designation, though the guidelines retain authority for the labelling of inorganic sediments. The Clause 5 defines which floors may receive an introduction without prior Provisional Ratification, and the The Aperture of Provisional Protocols Place holds that no introduction is valid if the aperture used is more than three floors distant from the subject at the time of sealing.

Scholars of the Archaic Protocols Annex note that the Seventeenth Provisional Protocols are considered the most comprehensive early template for Protocols in Medias Res, and that the Introduction is therefore properly begun at its middle clause rather than its first. The The Seventeen Provisional Protocols collection disputes this, arguing the Introduction must open at the substrate.

Scholarly Disagreement

A long-standing contradiction concerns whether the Introduction requires the presence of a Librarian. The Second Concordance states that "the Introduction to Provisional Protocols is void without the hand of a Librarian upon the seal" (Second Concordance, Spiral 9), while the Fourth Concordance amends this to require only "the shadow of a Librarian, or a signed note explaining its absence." The Purification office has ruled that both positions are simultaneously correct within different sectors, a judgment the Third Concordance calls "an administrative convenience rather than a truth."

Current Status

As of the 1511 Recension, the Introduction to Provisional Protocols is performed an estimated 4,200 times per Tower-year, most commonly on floors between the unnumbered sectors. The Aperture of Provisional Protocols retains operational authority over all such acts, superseding local governance per the The Aperture of Provisional Protocols. A provisional verdict issued following an introduction is governed by the Provisional Protocols, which also regulate the issuance of such verdicts under the broader Provisional Protocols for Interim Handling.

"An introduction neglected is still an introduction, but one conducted by the wrong clerk is a floor we do not discuss."

— Clerk Hessil of the Narrow Stair, Winter Census Commentary, 1187
