Provisional Tagging
MS 8877.84 · Practices and doctrines
Provisional Tagging is the subset of Ontological Tagging practices used to apply metadata denoting the conditional, contested, or impermanent existential status of a catalogued subject. Governed by the Provisional Protocols, it is distinct from standard tagging in that its classifications are understood to be fluid, subject to periodic review, and may expire according to stipulated conditions.
Origins and Jurisdiction
The framework for Provisional Tagging was formalized in the aftermath of the Great Re-cataloguing as a means to manage holdings whose fundamental nature was under active investigation or dispute. Prior to this, such items were often assigned contradictory tags, leading to frequent episodes of ontological shear. Authority over Provisional Tagging is shared: the Committee for Ontological Review establishes the governing principles, while the Guild of Indexers is responsible for the physical application of Provisional Tags and the execution of mandated Provisional Ratification reviews. All provisional classifications are recorded in the Provisional Ledger, maintained by the Clerk of Provisional Holdings.
The Provisional Tag Set
Provisional Tags are drawn from a dedicated annex of the Ontological Register. Key designations include:
- Ψ (Provisional): The root tag, indicating a holding's entire ontological status is conditional. Often precedes a more specific provisional descriptor.
- Contested-Reality (Ψ-CR): Applied to subjects whose very existence is debated within sanctioned scholarly forums.
- Conditional-Manifestation (Ψ-CM): Used for entities that only exhibit their catalogued properties under specific, documented circumstances (e.g., "only audible on Floor 44 during the silent hour").
- Temporally-Bound (Ψ-TB): For subjects known or suspected to cease being real after a certain date or event.
- Under-Review (Ψ-UR): A holding tag applied by an Archivist-Provisional when a formal challenge to its standard tagging has been lodged.
A holding may carry multiple Provisional Tags, layered in a prescribed order to avoid logical paradox.
Application and Lifecycle
The process begins with the filing of a Provisional Research Permit, such as Provisional Research Permit 4409, which grants investigators the authority to petition for a provisional classification. If approved, a Provisional Shelf-Mark is assigned, and the holding is often relocated to a designated Provisional Floor or a Vestibule of Provisional Tenancy. The tag is not considered permanent until it undergoes Provisional Ratification, a formal review held at intervals specified in the original permit. A ratified tag may be elevated to a standard ontological classification, or the holding may be re-tagged as "Apocryphal" or "Rescinded." Failure to ratify results in the tag's expiration and the holding's transfer to a deep archival stack.
Disputes and Notable Precedents
Provisional Tagging is a frequent source of scholarly and bureaucratic contention. A principal dispute centers on whether a Provisional Tag itself constitutes a weak form of reality, or if it merely describes a state of epistemic uncertainty. The Third Concordance implies the former, while Annex Δ of the Seventh Concordance argues for the latter. This contradiction becomes practically significant in cases of ontological shear, where a provisionally-tagged holding interacts with a definitively-tagged one.
A landmark case involved the Writ of Provisional Tenancy for the so-called "Echo-Gallery" on Floor 112. The Gallery was tagged Ψ-CM (Conditional-Manifestation) for seventy years before a Librarian Provisional ruled that the conditionality itself had become a permanent property, requiring a novel standard tag ("Echoic") to be added to the Register.
Associated Roles and Instruments
Beyond the aforementioned Clerk and Archivists-Provisional, the system relies on the Keeper of Provisional Holdings, who oversees the physical security of tagged items. Key documents include the Provisional Protocol and Provisional Continuation, which are types of provisional instruments that undergo the ratification process. The overarching legal fiction for the system is provided by Concordance 0 (Provisional), which, while lacking the force of a true Concordance, is cited as the basis for all provisional authority. The proper display of the Provisional Sigil (Ψ) on shelf plates, doors, and documentation is dictated by Procedural Directive 11.
