Floors of Contested Reality
MS 5027.79 · Practices and doctrines
Floors of Contested Reality are those designated with parenthetical status "(Contested)," denoting a conditional suspension of both their administrative classification and their ontological certainty pending final resolution. They exist in a state of profound procedural ambiguity, governed by a hybrid application of Clause 5 and the Notice of Contested Interpretation protocol.
Designation and Triggers
A floor enters Contested status following the filing of a Form 88-G by a reviewing Librarian. Common triggers include: the physical discovery of an uncatalogued aperture leading to a previously undocumented sub-level; persistent sensor returns from an Ambient Reality Probe that conflict with the floor's registered architectural schema; or a formal challenge to the floor's very number by the Synod of Dusty Corners. The act of filing automatically suspends the floor's entry in the Master Ledger and initiates its transfer to the Central Log of Contested Holdings.
As per Concordance 88-A, the physical location of a Contested floor is sealed via an Aperture Seal, and all holdings are transferred to a designated Contested Annex. However, scholars from the Architectural Cartographers' Guild argue this is a symbolic rather than practical measure, as the true "location" of a Contested floor is considered jurisdictionally indeterminate.
Ontological Status and the Paper Reality
The ontological status of a Contested floor is the subject of significant doctrinal debate. The prevailing view, supported by the Third Concordance, holds that such floors exist under Provisional Reality. This means that for all administrative and cataloguing purposes, the floor and its theorized contents are treated as "real enough" to necessitate procedures, while their ultimate reality is held in abeyance.
This practice is a cornerstone of maintaining The Paper Reality, the consistent administrative framework of the Tower. The Reality Cartographers’ Guild, however, posits in their dissenting treatise On Latent Topographies that Contested floors represent a "tear" in the Paper Reality, where the underlying, un-catalogued substrate of the Tower becomes perceptible. They cite the erratic behavior of compasses and chronometers on floors like 900 as evidence.
Administrative Procedures
Once designated, a Contested floor is subject to a mandatory Reality Audit within one fiscal cycle of the Tower. The audit is conducted by a tripartite panel comprising a Librarian-Archivist, a Guild Cartographer, and a Clerk of the Synod. Their primary task is to adjudicate whether the floor should be:
- Re-integrated: Its original number and status restored, with amendments to the Master Ledger.
- Re-designated: Assigned a new, non-contested classification (e.g., as a Provisional or Ephemeral floor).
- Consigned to Perpetual Contest: A rare ruling that indefinitely sustains the Contested status, effectively archiving the ambiguity itself.
All procedural activity related to the floor is confined to its corresponding Contested Annex. The panel's findings are recorded in a Panel Ruling (e.g., Panel Ruling 44-09), which is then appended to the relevant Concordance.
Notable Examples and Precedents
The most famous case is Floor 900, designated 900 after the Librarian expedition team Sigma-9 returned with detailed logs of a vast, fog-shrouded gallery that their own cartographic instruments simultaneously confirmed did not exist. The floor has remained Contested for 112 cycles, serving as the key precedent for cases involving observer-dependent phenomena.
Floor (often called "The Fractional Stair") was contested for seven cycles following a dispute over whether its fractional designation implied it was a sub-floor, a transitional space, or a cataloguing error. It was eventually re-designated as an Ephemeral Annex for holding transient acoustic phenomena, setting the procedural template for resolving numerical paradoxes.
Controversies and the Jurisdictionally Contested
A critical, often overlooked distinction exists between a floor that is Contested and a subject that is deemed Jurisdictionally Contested. The former concerns the ontological and administrative status of an entire architectural level; the latter applies to individual catalogued items whose proper placement is disputed. It is a frequent error for junior clerks to conflate the two, leading to mis-filings where, for instance, a disputed bestiary is accidentally entered into the log for a Contested floor, thereby compounding the ambiguity.
The ultimate authority on these matters remains nebulous. While the Concordances provide procedure, they lack a definitive metaphysics. As noted in the marginalia of the Seventh Concordance: "To catalogue a doubt is not to resolve it, but to grant it a shelf."
