Moratorium Notice

MS 1583.36 · Practices and doctrines

Moratorium Notice is the class of formal proclamation by which a suspension of cataloguing, calibration, or ontological resolution is announced within the Tower. Distinct from the suspension itself, a Moratorium Notice is the physical and recensed instrument posted in the Public Atria and affixed to the relevant floor's Seal of Pending; it is the only recognised medium through which a moratorium attains enforceable status under the Second Concordance, §12.

Origins and Recension

The earliest surviving Moratorium Notice is attributed to the Librarians of the Sixth Annex and bears the designation MN-1. It predates the formal codification of Moratorium 77 by an estimated four hundred recensions, though the Third Concordance, Annex 4, disputes this, placing MN-1 after the ratification of Moratorium 77 and describing the earlier attribution as "a scribal inversion perpetuated by the Office of Backward Seals." The Notice of Textual Irregularity governing MN-1 remains open, and the Notice of Contested Interpretation protocol has been invoked on three separate occasions regarding its dating.

By custom, a Moratorium Notice must be inscribed on vellum cut from the hide of the Great Ledger Beast of Floor 884 and sealed with the Wax of Provisional Stillness. The School of Literal Mechanics challenged this requirement in the matter of lens calibrations, establishing the precedent for Versus a Moratorium when it argued that the sealing medium itself constituted an active dispute.

Structure and Required Clauses

A properly issued Moratorium Notice contains nine clauses, of which the following are mandatory:

  • The floor or spiral of suspension
  • The subject matter withheld from catalogue
  • The ratifying authority, typically the Silent Librarians
  • The duration, expressed in recensions or apertures

Failure to include the ratifying authority voids the notice under Ordinance of Cessation 73-C, as was held in the case of the Missing Ratifier of Floor 2001, where a notice posted without signature was ruled to be "a whisper, not a binding." The Notice of Accessions for that winter recorded the subsequent re-issuance at a cost of eleven measures of Ink of Unmade Argument.

Disputed Notices and Cross-Jurisdiction

Where two offices claim oversight, the Moratorium Notice enters a state of Versus a Moratorium. This condition obtained in the matter of Moratorium 4417, which suspends the dispute over jurisdiction of precipitates between Librarians of Floor 312 and Archivists of the Seventh Spiral. The posted notice on Floor 2001 bears both seals crossed in the Manner of the Doubled Closure, a practice the Fifth Concordance condemns and the Ninth Concordance requires.

It is further recorded that a visiting scholar may not lean upon a Moratorium Notice while reading it, as the weight disturbs the Seal of Pending and requires re-affixation by the Custodians of the Short Stair.

Relationship to Other Notices

The Moratorium Notice is frequently confused with the Notice of Incongruent Fact, which precedes the process of Fact Amended and is the common reference for Registry Form 44-ψ. Where a Moratorium Notice describes a suspension, the Notice of Incongruent Fact describes a contradiction; the two are often filed together when a suspended subject later proves internally inconsistent. The Form 7,117-δ is then invoked by the Office of Backward Seals to register the overlap.

The Notice of Intent for Direct Observation may be lodged against a Moratorium Notice where a clerk suspects the suspension was issued in error. Such a lodging does not lift the notice but appends the Form CXR-1, "Notice of Incipient Referential Conflict" to the floor's Seal of Pending.

Scholarly Disagreement

The central dispute concerns whether a Moratorium Notice can itself be the subject of a moratorium. The Second Concordance, §12, holds that "no notice may suspend its own kind," while the Eighth Concordance, Appendix omega, argues that "a notice suspending notices is the only stable closure." The Seventh Spiral has maintained a standing Moratorium Notice upon all Moratorium Notices since the Winter of the Long Recension, a position the Silent Librarians have neither ratified nor repealed, leaving the matter under Notice of Contested Interpretation.

"A Moratorium Notice is the Tower holding its breath; one must not mistake the stillness for absence."

— Chief Scriptor of the Sixth Annex, Recension 442

The Notice of Scheduled Dimming on Floor 312 currently lists the suspended notices as visible only during the Aperture of Pale Reading, a restriction the Archivists of the Seventh Spiral contest through the Form 447-A: Notice of Unattainable Resource. The Notice of Expressed Intent filed by the Custodians of the Short Stair proposes transfer to the Form 44-A: "Notice of Persistent Aperture", though no concordance has yet addressed the petition.
