Notice of Textual Irregularity
MS 5764.58 · Documents and ordinances
Notice of Textual Irregularity is the standard instrument for the formal notification and registration of a stable, reproducible, yet unauthorized textual phenomenon discovered within the Tower's holdings. It serves as the sole permissible trigger for the mandate of the Hall of Whispering Margins, initiating the process of Textual Collation.
“A text may err, but a text that errs consistently is, by definition, correct in its error. The Notice does not report a mistake; it reports a new truth awaiting its bureaucracy.”
Form and Submission
The Notice is filed using Form 33-, a triplicate parchment sheet with distinct routing instructions for the filer, the local archive custodian, and the Hall of Inception on Floor 909. The form requires precise documentation of the irregularity, including: the full shelf-mark and floor number; the exact text as it appears (the "Manifest Version"); a minimum of three independent witness attestations to the text's stability; and a proposed categorization under the established typology of irregularities (e.g., Persistent Insertion, Palimpsestic Overwrite, Context-Sensitive Phraseology).
Upon completion, the filer is required to deposit the original in the designated slot within the Hall of Inception. This physical deposition, certified by the Hall’s automatic stamp, formally transfers jurisdiction of the matter. A copy remains with the local custodian to update the Notice of Accessions, while the filer retains the third copy for their records. Failure to maintain this chain of custody can, in extreme cases, lead to the issuance of a Form 7,117-δ against the responsible party.
Typology of Irregularities
The Seventh Concordance, Annex Ω, provides the authoritative classification system for textual irregularities. The most commonly Notified categories include:
- Type : Persistent Insertion. A paragraph, sentence, or footnote that appears identically in every physical copy of a work within a defined zone (typically a single floor or sub-stack), yet is absent from the Master Catalog entry and all prior bibliographies.
- Type : Conditional Phraseology. Text that alters its wording based on the reader’s guild affiliation, time of day, or which hand is used to turn the page. It is considered a singular irregularity if the variant set is closed and predictable.
- Type Γ: Referential Anomaly. Text that contains a citation, footnote, or cross-reference to another work or Concordance clause that does not exist, or that refers to a future edition of a work that has not yet been, and may never be, compiled.
- Type Δ: Incongruent Fact. A statement of fact within a text that is internally consistent and well-supported by the document's own internal logic, but which contradicts established Tower records or another authorized text. This category is distinct from, though often conflated with, a Notice of Incongruent Fact, which is a specific instrument for inter-guild scholarly dispute.
Procedural Pathway
Once a Notice is validated by the Hall of Inception (a process that checks for correct form-filling and basic witness credibility, not the truth of the irregularity), it is transferred to the Hall of Whispering Margins. The Hall's Scribes then initiate a formal Collation. This involves retrieving all known variants of the affected text, including the Manifest Version from the Notice, and subjecting them to analysis by both Declarative Parsers and human Interpreters. The goal is not to find an "original" but to produce an authorized, stable version that incorporates or accounts for the irregularity, a practice codified as Textual Primacy. The resulting collated text is stamped with the Hall's seal and becomes the new standard for all future copies and citations.
Controversies and Scholastic Disputes
The system is not without contention. A significant debate, recorded in the Journal of Textual and Textile Cohesion, Vol. 412, concerns whether a Notice can be filed for an irregularity that only manifests under specific, non-reproducible conditions, such as during a Volumetric Anomaly or while a specific incense is burning in the reading room. Purists, adhering to a strict reading of the Purist Manifesto of Spiral 412, argue this violates the principle of reproducible evidence. Pragmatists counter that the condition itself is part of the text's inherent properties and must be catalogued.
Furthermore, the relationship between a Notice of Textual Irregularity and a Notice of Contested Interpretation (Form 88-G) is often confused. The former deals with the physical or stable semantic content of the text itself; the latter is a challenge to an accepted hermeneutical framework. Filing the incorrect instrument is a common clerical error that can delay proceedings by several spirals.
Historical Precedent
The most cited precedent is the "Case of the Shifting Preface" to the Bestiary of Hypothetical Fauna on Floor 120. Over a period of fifty years, seventeen separate Notices were filed by different readers, each documenting a different introductory paragraph. The Hall of Whispering Margins ultimately collated all seventeen variants into a single, multi-voiced preface, authorizing the text's inherent instability. This ruling is often referenced in cases involving Contextual Isolation or Type irregularities. The case also established that the filing of multiple Notices for what is determined to be a single, multi-faceted irregularity does not constitute abuse of process, provided each Notice contains novel observational data.
