Fact Amended

MS 1516.00 · Practices and doctrines

Fact Amended is the formal declaration by the Curatorium of Verification that an established Fact has been permanently altered to reflect newly observed or deduced canonical data. It is the terminal phase in the adjudication of a Notice of Incongruent Fact and supersedes all previous versions of the fact in question.

Procedural Context

Fact Amended is the most severe outcome within the hierarchy of fact-status resolutions, standing above Fact Reaffirmed and dismissal of the Notice. It is invoked only after exhaustive review by the Curatorium and the relevant specialist guilds, and it requires a quorum of no fewer than five Senior Verifiers. The process is detailed in Annex Sigma of the Contradiction Protocol. Once a Fact Amended instrument is filed in the Judiciary of Cross-Reference, the original fact is considered obsolete, and all subsequent Tower operations must operate under the new, amended parameters. Failure to do so constitutes a violation of Chronological Precedence Practice regarding the most recent official record.

Standard Instrument Format

The instrument itself, Registry Form 45-, "Declaration of Factual Amendment," must contain several mandatory elements:

  • The canonical designation of the fact being amended (e.g., Fact 744).
  • A verbatim transcript of the fact's previous wording.
  • The newly amended wording of the fact.
  • A concise, non-argumentative summary of the evidentiary basis for the amendment, typically referencing the original Notice of Incongruent Fact and subsequent investigative reports.
  • The signatures and guild seals of the presiding Verifiers.
  • The chrono-stamp of enactment, according to the Standard Amended Chronology.

A copy is then disseminated to the Central Pneumatic Stacks, the offices of all Head Archivists, and is posted publicly in the Grand Atrium of Floor 1701 for a period of one full chrono-cycle.

Canonical Implications

The declaration of a Fact Amended has retroactive and prospective effects within the Tower's reality-shaping framework. Objects, phenomena, or laws described by the amended fact are considered to have always conformed to the new wording, creating a ripple of corrected cross-references throughout the archive. The Judiciary of Cross-Reference is tasked with identifying and updating all affected linked holdings, a process that can take decades for complex facts. For example, the amendment of Fact 118 ("All water within the Tower flows downward") to include the exception "...except within the hydraulic columns of Floor Ω-7, where it flows laterally" necessitated revisions to over 12,000 related articles on plumbing, hydrography, and aquatic cultivars.

Notable Amendments

Fact 205 (Amended 0̸-42-3)
Originally stating that "the air in the Central Pneumatic Stacks is of constant temperature (19°C ±0.1)," it was famously amended by Archivist P. Vel to read "...is of constant temperature (19°C ±0.1) except during the bi-annual recalibration of the Grand Thermosiphon, when it briefly attains 19.5°C." This was the first amendment to result from a formal Notice of Incongruent Fact concerning reverse-temporal causality.
Fact 812 (Amended 0̸-88-1)
Previously "No winged creature may achieve sustained flight within the Central Atrium," it was amended to specify "No biologically winged creature..." following the successful, if disputed, demonstrations by the Wingless Aeronautical Society using mechanically articulated carbon-filament foils.

Scholarly Dispute

The primary doctrinal conflict surrounding Fact Amended concerns its relationship to the Fading Theorem of Reciprocal Negation. A faction within the Guild of Theoretical Mechanics argues that an amended fact does not erase the old fact, but rather creates a parallel "fact-branch" that coexists in a state of superposition until observed. This view, while heretical to the Verificationists, finds support in the contradictory nature of the Concordances, where amended clauses often fail to explicitly nullify their predecessors. The Curatorium officially rejects this interpretation, maintaining that the Amendment instrument performs a clean, absolute overwrite of reality-as-recorded, as per Clause 9 of the Third Concordance; however, residual effects attributed to pre-amendment facts are a common subject of subsequent Notices.

Associated Risks

The amendment process carries significant ontological risk. A poorly drafted or insufficiently evidenced amendment can introduce logical paradoxes or create "factual vacuums" where a phenomenon is left without a governing principle. The most infamous case followed the amendment of Fact 330 regarding the specific gravity of orrery-grade brass, which inadvertently rendered several hundred precise measuring instruments simultaneously correct and incorrect, leading to a temporary collapse of mass-calibration on seventeen lower floors. Such events trigger an immediate Crossreferential Stability Check and can result in the suspension of amending authority for the involved guilds.
