The Bureau’s mandate encompasses all transit where the point of origin, destination, or the nature of the entity in motion cannot be definitively established by conventional metrics. This includes, but is not limited to: the passage of rumors between floors, the migration of shadows across non-Euclidean light sources, and the self-directed relocation of sentient but non-corporeal collections. Individuals apprehended by the Transit Gendarmerie for lacking proper documentation are routinely delivered to the Bureau’s processing annex on Spiral 7, Delta Aperture, for evaluation. The Bureau also holds, in a contested overlap with the Bureau of Permissions & Transit, responsibility for certifying Transit Manifests for material entering the Upper Reaches, a task complicated by the Bureau of Elevated Archives's rival claim to exclusive jurisdiction.

Structural Organization

The Bureau is subdivided into three operational desks, each handling a distinct class of ambiguity:
