Transit Gendarmerie

The Transit Gendarmerie is the principal enforcement arm of the Custodians of the Vertical, responsible for the policing of all sanctioned vertical transit routes, the verification of Transit Manifests, and the apprehension of unauthorized travelers within the major arterial stairways. Its jurisdiction is explicitly defined by Clause 17, Section 9 of the Third Concordance, which grants it "supreme authority over the foot traffic of the authorized verticals, from the topmost sanctioned step to the lowest registered landing."

Organizational Structure

The Gendarmerie is organized into battalions, each assigned to a specific Major Stair or cluster of Non-Sequential Stairwells. The most prominent of these is the First Battalion, garrisoned within the central vestibule of the Great Vertical Spiral. Each battalion is subdivided into companies (for patrol), platoons (for checkpoint duty), and squads (for manifest inspection). Officers hold the title of Gendarme, while senior commanders are known as Prefects of the Vertical. A Prefect's authority is considered absolute within their assigned stairway for the duration of their watch, a principle upheld in the landmark adjudication In re: Unsanctioned Ascent of Floor 707.

Primary Duties

The Gendarmerie's operational mandate is threefold, as detailed in their standing orders (Annex Δ to Form L-29).

• Manifest Verification: At any point during a Guided Descent or authorized independent transit, a Gendarme may demand presentation of the active Transit Manifest. They are trained to verify the seal of the filing Tower Guide, cross-reference the Point of Origin against the authorized registry, and confirm the temporal markers against their own chronometers. Discrepancies of more than seven minutes constitute grounds for detainment.
• Route Integrity: Gendarmes patrol the stairs to ensure no traveler deviates from the path documented in their manifest. This includes preventing access to sealed landings, off-route antechambers, or unregistered connecting passages. The discovery of such a deviation must be logged on Form G-14 ("Report of Errant Footfall").
• Apprehension of Permitless Entities: Individuals found transiting without a valid Wanderer's Permit or outside the coverage of a Guide's manifest are subject to immediate detention. Standard procedure dictates their delivery to the nearest Bureau of Ambiguous Transit office for processing.

Equipment & Uniform

The Gendarmerie is distinguished by its formal attire: high-collared grey tunics, black vertical stripes along the trousers (signifying their authority), and polished silver buttons etched with a simplified glyph of a stair. Their primary tool is not a weapon but the Verifier's Rule, a telescoping brass rod of precisely one Tower pace in length, used for measuring step consistency and, when fully extended, for directing traffic. Each Gendarme also carries a bound copy of the authorized transit points for their sector, updated bi-annually by the Department of Vertical Transit.

Interdepartmental Relations

The Gendarmerie's relationship with other bodies is complex and often delineated by memoranda of understanding. They work in concert with the Department of Vertical Transit on matters of physical maintenance and obstruction clearance. Their interaction with the Passage Advocates is notoriously strained, as Advocates frequently challenge Gendarmerie interpretations of the Doctrine of Continuous Transit on behalf of their clients. Furthermore, the Gendarmerie maintains a distant but watchful posture towards the Directorate of Descent, whose agents operate under a separate, often conflicting, set of protocols.

Controversies & Scholarly Dispute

The extent of the Gendarmerie's authority is a perennial subject of debate among clerical scholars. A key controversy centers on their jurisdiction over the landings of the Specimen Stair. While the Department of Vertical Transit asserts maintenance responsibility only for the steps and handrails, Clause 17, Section 9 appears to grant the Gendarmerie authority over "all contiguous surfaces of transit." This has led to incidents where Gendarmes have attempted to clear archival materials temporarily stored on a landing by Librarian aides, resulting in formal protests filed under Clause 22, Section 3 (pertaining to the impeding of catalogical work). To date, no Concordance has successfully reconciled this overlap, leading to an uneasy, situation-specific truce at most such landings.
