Corps of Logisticians

MS 1783.92 · Guilds, orders and offices

Corps of Logisticians is the primary administrative and support body responsible for the movement of materials, personnel, and information within and between the classified floors of The Tower. Its mandate was formally established under Clause 19(b) of the Third Concordance, and it operates as a critical, if often opaque, circulatory system for the Tower’s archival functions.

Organizational Structure

The Corps is divided into several semi-autonomous wings, each with distinct operational purviews. The most prominent of these is the Registrar Corps, responsible for the initial logging and classification of new holdings, whose logistical framework is administered by the Corps as detailed in the fragmented Seventh Concordance. Other notable subdivisions include Expeditions Support, which maintains a network of waystations, and the Materials Transit Authority, which governs the use of the Spiral Lifts and pneumatic tube networks. Leadership is vested in a Council of Quartermasters, whose meetings are not minuted and whose appointment procedures are outlined in Annex Delta-12 of the Eighteenth Concordance.

Primary Responsibilities

The Corps’s duties are threefold: provisioning, transit coordination, and jurisdictional mediation. It coordinates all supply lines to ongoing expeditions, whether upward or downward, and manages the inventory of waystation caches. It also oversees the scheduling and routing for all inter-floor personnel movements, a task that frequently brings it into conflict with the Cartographic Corps over the designation of permissible routes. Furthermore, the Corps serves as one of the administrative channels through which verifying agents must file their reports according to Annex Gamma-7, creating a permanent record of item provenance and chain of custody.

Jurisdictional Disputes

The Corps’s operational boundaries are a persistent source of bureaucratic contention. Its most famous and ongoing dispute is with the Cartographic Corps, governed by Annex 7 C of the Ninth Concordance, which delineates shared responsibilities for resource distribution and route mapping. Less formalized conflicts exist with the Sub-basement Cataloguing Corps regarding the transport of unstable or conceptually hazardous materials, and with the Librarian Corps concerning the shelving priority of materials in transit. The Office of Cyclical Review handles joint reviews with the Corps and Librarians when items exhibit unusual transit behavior, such as spontaneous teleportation between waystations.

Doctrinal Schisms

A significant internal doctrinal schism exists between the “Materialists” and the “Intentionalists” within the Corps. The Materialist faction, dominant in Expeditions Support, holds that the logistical weight, volume, and physical compatibility of an item are the sole determinants of its transport classification. The Intentionalist faction, influential within the Registrar Corps, argues that an item’s intended archival destination and its conceptual adjacency to other holdings must also be factored into routing decisions, a position criticized as “metaphysical logistics.” This debate is reflected in contradictory memoranda; for instance, Circular L-44 (Materialist) mandates classification by crate dimensions, while Addendum 9 to the Seventh Concordance (Intentionalist) introduces the “prospective shelf-space” variable into transit algorithms.

Notable Logistical Instruments

The Corps maintains and operates several key instruments unique to the Tower’s infrastructure. These include the Perpetual Inventory (a real-time ledger of all items in transit, said to occupy an entire floor), the Protocol of Reciprocal Negation (for resolving cargo conflicts where two items cannot occupy the same conceptual space during transport), and the Network of Ambivalent Apertures (a system of doors and hatches whose connectivity is governed by logistic, not cartographic, principles). The Corps also curates the Log of the Downward Seeking, though whether it does so as a custodian or as a contributor is a matter of record obscured by conflicting access permissions.

Historical Anomalies

The Corps’s early history is documented in a series of now-contradictory supply manifests from the Sub-basement Gamma excavations. Some manifests list the Corps as the recipient of certain archeological finds, while others list it as the submitting agency, a chronological impossibility that has never been adequately resolved. Furthermore, the personal seal of M. Kael, an early Quartermaster, appears on several ordinances granting the Corps authority over “all passages that recede,” a phrase whose interpretation has expanded over time to include certain non-physical transit routes, bringing the Corps into its current complex relationship with the Clerks of the Spiral and the Clerk of Ambulation.
