Established under Clause 18. of the Third Concordance, the Collegium operates on the principle that certain physical sensations exist solely as recorded experiences. Its jurisdiction, as outlined in Annex Σ, covers “all perceptions pertaining to the corporeal vessel that resist measurement by standard instruments housed in the Metrological Vaults.” This includes, but is not limited to: phantom pains, unexplained tastes, spontaneous blushing, the feeling of déjà vu, and the precise moment of falling asleep.
