Cultivar Standards

MS 2571.50 · Documents and ordinances

Cultivar Standards are the codified regulatory framework governing the cultivation, certification, and legal status of lumen-moss within the Tower. Issued and amended by the Horticultural Guild, the standards exist to maintain the photometric integrity of the moss as the biological basis for The Standard Lumen and to manage its controlled proliferation across authorized illumination zones.

Administrative Authority

The authority to promulgate Cultivar Standards derives from Concordance 11, Clause 7.2, which delegates "all matters of biotic luminance" to the Guild. The practical drafting and ratification is performed by the Cultivar Council, a rotating committee of twelve Senior Cultivators. Each new standard, or amendment to an existing one, undergoes a mandatory review period published in the Quarterly Review of Material Coherence before receiving the Council’s sigil. Enforcement falls to the Guild’s Inspectors-General, who possess the authority to condemn non-compliant moss colonies and levy fines against unauthorized cultivators.

Core Classifications

The Standards categorize lumen-moss into three primary classes, each with distinct legal and horticultural requirements.

  • Primary Cultivar (PC): Moss cultivated exclusively for the Vault of Primary Measures on Floor 44. PC colonies are subject to the most stringent controls, including isolation from all artificial light sources, atmospheric filtration to 0.3-micron purity, and continuous monitoring by Measurer-Scribes. The genetic lineage of every PC colony is traced back to the "Anchor Spore" accession of Tower Year 12,304.
  • Attenuated Cultivar (AC): The most common class, authorized for general illumination purposes such as Attenuated Lumen-Sconces. AC standards specify permissible luminance decay rates (not to exceed 0.05 lumens per annum) and substrate composition. Most amendments to the Standards concern AC propagation techniques.
  • Experimental Cultivar (EC): A provisional classification for moss under study for novel photometric properties. EC colonies are restricted to sealed laboratories on Floor 207 and require dual-key access logs. Any EC strain demonstrating stable luminance for a century may petition for reclassification as an AC variant.

Contained Contradictions

The Cultivar Standards are not a monolithic document but a living corpus with numerous internal contradictions, a feature stemming from the Guild's practice of amending clauses without fully rescinding outdated ones. A notable example is the dispute between Standard 4.1.09, which mandates clay-tile substrates for all AC moss, and Standard 4.1.12, which permits "any sintered mineral aggregate demonstrating pH neutrality." This has led to the peculiar institution of "Substrate Arbitration Hearings," where cultivators present geological samples for Guild adjudication. Furthermore, the Standards’ definition of a "colony boundary" for inspection purposes is alternately given as "the outermost visible frond" (Annex D) and "the perimeter of significant sporulation" (Clause 2.8), a ambiguity that fueled the minor but protracted Crisis of the Twin Directives in Tower Year 14,887.

Integration with Broader Regulation

The Cultivar Standards do not exist in isolation. They are a foundational component of the Tower’s illumination code, explicitly referenced by the Index of Non-Absolute Standards. For instance, the Index’s authorization for mercury-vapor lamps on Floor 909 is conditional upon those lamps being calibrated against AC-grade moss certified under Standard 5.5. The Office of Chronometric Standards, while primarily concerned with temporal measurement, maintains a consultative role, as the chromatic cycle of the Tower Year can influence moss growth rates and thus potentially its luminance output.

Scholarly Dispute

A persistent academic controversy surrounds the legal status of "feral" lumen-moss—colonies that have self-established in ventilation shafts or damp archival stacks without Guild oversight. Purists, citing Concordance 11, argue that any luminescent bryophyte not cultivated under the Standards is contraband and must be eradicated. The "Naturalist School," however, points to Clause 1.0 of the Standards, which states its purpose is to govern "cultivation," implying a tacit acceptance of non-cultivated specimens. This school further notes that several feral colonies on lower floors have demonstrated luminance stability exceeding that of certified AC moss, suggesting the Standards may inadvertently suppress advantageous genetic traits. The Guild’s official position, restated in the preamble to every edition, is that feral moss is "an administrative irrelevance," though Inspectors-General are known to quietly document its locations.
