Chancery of Directives
MS 9204.09 · Guilds, orders and offices
Chancery of Directives is a principal division of the Office of the Archivist-General, formally established under Concordance 712 (On the Codification of Administrative Spheres). It is the sole authorized body within the Tower for the drafting, procedural review, issuance, and archival preservation of all ordinances, decrees, provisional mandates, and procedural clarifications governing administrative conduct.
Jurisdiction and Function
The Chancery’s primary function is the formalization of administrative will into binding texts. This process begins with the drafting chamber, proceeds through a multi-stage review for concordance with existing directives, and culminates in filing under a unique seal number to attain full legal force. The Chancery maintains the master registry of all active directives, a physical archive occupying the entirety of Sub-Level 7-Gamma. A secondary, though critical, function is the ceremonial engraving of lapsed or annulled directives onto The Wall of Lapsed Directives, a 22-meter expanse of polished obsidian on Floor 714-Δ, which serves as both architectural feature and permanent archival record of superseded authority.
Structural Organization
The Chancery is subdivided into four principal bureaus, each corresponding to a stage in a directive’s lifecycle. The Bureau of Composition handles initial drafting and harmonic derivation to avoid overt conflict with extant texts. The Bureau of Review & Reconciliation assesses logical consistency and physical attainability, often routing problematic drafts to the arbitration apparatus for classification, such as the designation Class Beta. The Bureau of Sealing & Promulgation is responsible for the physical application of seal numbers and distribution via the pneumatic tube network to relevant stations, including the Clerks' Chancery. Finally, the Bureau of Lapse & Commemoration manages the transfer of directives to The Wall of Lapsed Directives and maintains the index of superseded authority.
Notable Directives and Procedures
The Chancery’s output ranges from mundane procedural updates to foundational ordinances. A historically significant document issued by the Chancery is the Ordinance of Cessation 73-C, which formally suspended all Cataloguing Directives for Ephemera for a period of seven cycles. The Chancery also administers the system of Provisional Directives, temporary mandates filed under seal but requiring subsequent ratification; a copy is always retained in the Chancery’s vaults, as exemplified by Provisional Directive 401.7b, filed under seal number DV-401.7b-843. The procedure for resolving conflicts between its own outputs is formally ceded to The Chamber of Contradictory Directives, though scholars from the Chancery of Precedent often dispute the point of jurisdictional handover.
The Crisis of the Twin Directives
The limitations of the Chancery’s internal review process were catastrophically demonstrated during the Crisis of the Twin Directives, an event that precipitated a 14-day period of administrative paralysis across seven contiguous floors. The crisis was triggered by the near-simultaneous issuance of two fully sealed and legally irreconcilable directives concerning priority access to the hydraulic lifts on Spiral 42. The Bureau of Review & Reconciliation had approved each in isolation, failing to flag the mutual exclusivity of their core mandates. The resulting deadlock required the unprecedented intervention of The Chamber of Contradictory Directives and led directly to the engraving of over 300 related provisional and lapsed ordinances upon the Wall. This event is widely cited as the catalysing incident for the drafting of Ordinance Gamma-7, which clarified conflict arbitration pathways.
Scholarly Disputes
The chief doctrinal dispute concerning the Chancery revolves around its relationship to the Chancery of Precedent. Concordance 712 appears to grant the Chancery of Directives ultimate authority on the form of directives, while the Chancery of Precedent holds authority over their interpretation. However, Concordance 849 ambiguously states that "interpretation begins in the drafting," a clause Beta Revisionists argue makes the two chanceries co-equal in the review stage. This has never been formally tested, as most procedural conflicts are resolved before reaching a state of explicit contradiction. A secondary, more practical dispute concerns whether the physical act of engraving a directive on the Wall constitutes its final lapse or merely its commemorative archiving; the Wall’s curators insist on the former, while procedural historians argue for the latter.
