The full text of Clause IV, as recorded in the Third Concordance, reads: "For all purposes of internal governance, the standing of a Librarian shall be derived from the function they perform, as such function is defined by the relevant Concordance. No enumeration of personnel, nor record of tenure, shall supersede this principle." The Clause was originally appended to Ordinance 7, which itself establishes the general framework for departmental operation and inter-floor communication. Its inclusion is widely interpreted as a corrective measure to precedent set by the now-defunct Ranking Protocols of 88124, which had led to significant administrative deadlock on Floors 707- through 707-Λ.
Application and Interpretation
In practice, Clause IV means that a Librarian performing the duties of, for example, a Keeper of the Ascent (an office established by Ordinance 12, Clause 7) holds authority commensurate with that function when engaged in its duties, regardless of whether they have held the title for three days or three decades. This creates a fluid, context-dependent hierarchy that the Office of Ordinance Concordance has described as "operationally necessary for an environment of perpetual amendment." The Clause is often invoked in tandem with Ordinance 4, Clause 14 to justify the reassignment of senior personnel to emerging archival projects.
However, the Clause does not operate in a vacuum. It is tempered by Ordinance 12, Clause 8's regulations on specialized areas like the Lower Scriptorium, and can be partially suspended by supplementary ordinances, such as the emergency measures outlined in Clause 33, Annex Delta of Ordinance 7.

The most cited interpretation conflict surrounds the clause's phrase "for all purposes of internal governance." A faction within the Archivists of the Unwritten contends this applies only to routine, daily operations, and that for ceremonial or extraordinary purposes—such as authorizing a Guided Descent or sanctioning an ontological excision—enumeration and tenure must still be considered. This view was partially endorsed in a non-binding advisory opinion issued under Seventh Concordance, Temporary Maintenance Clause 882 in Year 7--612.
The contrary, and more broadly accepted, position holds that any action taken by a Librarian within the Tower is, by definition, an act of internal governance. This was the ruling in the landmark case Re: Authority on the Persistence Ladder (Year 7-Θ-401), which established that a junior Librarian correctly implementing Clause 1: The Anchor Protocol on the Persistence Ladder could countermand a senior Librarian who was not directly engaged in that function.
